We are currently seeking qualified candidates for the position of Communication/GESI Specialist in support of the Meeting Targets and Maintaining Epidemic Control (EpiC) Project and new Global Health Security Program (GHSP). The position will be based in Dushanbe, Tajikistan.

EpiC Central Asia Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. After the onset of the COVID-19 pandemic, EpiC was also modified to start implementing COVID-19 response activities.

In 2023, EpiC is expanding its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security (GHS) priorities, National Action Plans for Health Security (NAPHS), and USAID goals.

GHS Project Description:

The Global Health Security Program (GHSP) project is a USAID-funded project, to be launched by the FHI 360-led EpiC project in 2023. Designed to help the country better respond to any possible future pandemic, this new program will assist Tajikistan to detect infectious disease threats early, respond rapidly and effectively to new outbreaks, and prevent those outbreaks that are avoidable.

Job description:

Directly reporting to EpiC Tajikistan Project Director and working in close collaboration with the EpiC Central Asia Regional Communications Manager, the Communications/GESI Specialist will:

  • lead the development of and provide technical assistance to project partners in designing and developing communication materials, campaigns and tools that will aim to increase the uptake of HIV services;
  • lead activities to increase awareness of local and international partners, project beneficiaries and general population about EpiC HIV and GHS activities; They
  • ensure proper knowledge management and sharing of project outputs and results to both external and internal audiences;
  • ensure that principles of gender equity, diversity, and social inclusion, are integrated into all aspects of project design, development, planning, monitoring, and implementation of activities under the EpiC Project.

    • October 1, 2023.

      Responsibilities:

      • Lead design and implementation of the country communication activities, their digital adaptation, social media outreach, planning, monitoring and evaluation, including the digital adaptation of learning modules and training activities on HIV service delivery and prevention and GHS and related capacity building initiatives.
      • Ensures that project activities and designs are inclusive and gender-sensitive integrating GESI considerations and women’s empowerment elements.
      • Implement Marking and Branding Plan in compliance with USAID and FHI360 regulations and provide assistance to staff on its proper implementation and ensure all technical and operations documents to comply with marking and branding requirement, edit and submit final activity documents.
      • Develop, pre-test, and produce offline and digital communication tools based on evidence-based theories and methodologies, in line with the communications strategy.
      • Produce and/or manage regular content plans and calendars to ensure timely refreshing of project-related social media content and activities.
      • Monitor social engagement and track conversion across project-supported platforms to test and iteratively improve online communications and client recruitment strategies.
      • Guide the design and execution of client-friendly websites, information dashboards, knowledge portals and e-newsletters. Monitor it as an administrator.
      • Provide technical support to the project partners on social media outreach and other marketing needs.
      • Work with the SI staff to monitor and evaluate the progress and impact of project activities. Introduce innovative models for measuring/attributing social media demand generation and audience engagement toward project goals.
      • Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, and other areas that contribute to quarterly and annual reporting.
      • Arrange, sustain and support effective communication with mass-media, social media and influencers to present project results to both broad and targeted audiences.
      • Provides GESI-focused technical direction and guidance to project leadership, other program technical leads, and the SI team.
      • Uses GESI analysis results to develop a GESI plan, establish GESI-specific program indicators, and integrate GESI activities and considerations into the program’s annual workplans and SI plan.
      • Mentors and trains project staff, partners, and stakeholders, on GESI integration and mainstreaming issues, tools, frameworks, resources policies, and practices for project implementation and operations, including recruitment and HR policies, in order to promote full GESI integration in the project and ensure a diverse team and an equitable work environment.
      • Provides technical input for project reports to ensure quality and full compliance with donor GESI policies and progress toward achieving GESI integration in the project.
      • Performs other relevant duties as assigned by the Regional and Country management team.

        Required Qualifications:

        • BS/BA (Mass Communication, Marketing, Advertising, Public Relations, Philology, Development Communications, Public health, or related field).
        • At least 5 years of hands-on experience on communication, public relations and communication, and work in/with social media campaign planning and digital platforms and advertising and implementing activities to promote gender equality and social inclusion, preferably in the health sector.
        • Ability to design visual content for digital social media campaigns, websites and mobile apps.
        • Ability to write campaign, website content, scripts, creative materials, and project documents.
        • Proven experience in managing data collection and providing technical expertise in gender equality, social inclusion and woman empowerment.
        • Demonstrated ability to ensure GESI integration in project design, implementation, and M&E;
        • Experience developing and delivering GESI-themed content in training materials preferred;
        • Experience in GESI-focused assessments, training, and organizational capacity-building preferred;
        • Familiarity with GESI-related issues and barriers within the Republic of Tajikistan context.
        • Must be able to thrive in a diverse, fast-paced collaborative studio environment and have superb time management skills.
        • Ability to work on problems that are diverse in scope and require judgment in resolving or making recommendations for solutions.
        • Demonstrated ability to work independently and as a team member.
        • Articulate, professional, and able to communicate in a clear, positive manner.
        • Fluency in Tajik, Russian and English is required;
        • Prior work experience in USAID funded programs with disease prevention and control portfolio and/or INGOs and donors represented in Tajikistan preferred.

          Travel Requirements:

          • 30% within Tajikistan and abroad.
