II. Background and Organizational Context

Guinea-Bissau has long experienced political instability and institutional fragility that has hampered inclusive economic growth for many years, and vice-versa. This instability has left the country's population highly vulnerable and exposed to a multitude of risks that stem from persistent governance crises as a result of political instability, a heavily concentrated and socially stratified agriculture-based economy dependent on cashew nut production, poor management and quality of public services, and environmental challenges such as climate change, together with household characteristics, poor living conditions, lack of assets, malnutrition and poor health, and low levels of education. This combination of risks puts individuals and communities at greater risk of falling into extreme poverty, with adverse consequences for the well-being of future generations, thus perpetuating recursive cycles between poverty and economic exclusion.
Approximately 70% of the population lives below the national income poverty line. Since 1990, the population has almost doubled to around 1.8 million, with more than 60% of people under the age of 25. More than half of the population is illiterate, with large disparities, especially when broken down by gender (the literacy rate is 62.4% for men against 30.7% for women).  The lack of reliable statistical data makes it difficult to track progress on other indicators in the country, which is a major constraint on the formulation, monitoring and evaluation of development policies and strategies.
In terms of public finances, the government of Guinea Bissau relies heavily on foreign aid, which constitutes 84% of its total budget resources. Additionally, the country relies on concessional loans, and budget support to finance its operations. Its budgetary resources are limited, and the country faces significant difficulties in mobilizing domestic revenues.
The environment of financial institutions, systems, and access to financial services in Guinea-Bissau is underdeveloped. The World Bank's Doing Business Index ranks Guinea-Bissau 174th out of 190 countries. It is estimated that only 2.7% of companies in Guinea-Bissau have access to bank credit and financial services, compared to 20.7% of companies in sub-Saharan Africa as a whole. Credit is generally only granted to the country's largest cashew-producing companies and excludes most small businesses, as well as being short-term, thus limiting investment opportunities.
