Driver

Organizational Setting and Work Relationships
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
- Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
- Ensures valid documentation for passengers, items or cargo in vehicle.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Operational context

Occupational Safety and Health Considerations:

Nature of Position:

UNHCR 's structure in SE Turkey includes a Sub-Office located in Gaziantep and three field units located in Gaziantep, Sanliurfa and Hatay (Antakya) respectively. The Driver, under the supervision of the Head of Adana Field Unit, will be based in Adana with frequent daily and overnight missions to Hatay and Mersin, depending on operational needs.

The general security situation in the AoR remains stable as security authorities have tripled its presence in EQ affected areas, although there have been isolated reports of criminal incidents, mostly related to thefts and lootings of vacated houses and shops. UNHCR operates within the common UN security framework, requiring TRIP security clearance and advance email notification in case of missions to 10km border areas for effective staff tracking before missions are commenced in compliant field vehicles. UNHCR staff will need to ensure strict compliance to existing security risk management measures and advisories. UN BSAFE and Active Shooter Awareness trainings are mandatory requirements as per the approved Security Risk Management Measures.

Proximity to the Syrian border has led to a sensitive security in South-eastern Turkey since the Syrian conflict began. However, the level of general criminality is low. The current security levels in Southeast Turkiye is Level 2, with some parts of the AoR (10 Km distance from the border area, plus Reyhanli and Mardin in the east) at Level 4. There are no known direct threats towards the United Nations and its staff in the area but vigilance and awareness is required in the changing security environment.

In terms of Occupational Safety and Health, the devastating earthquakes of 06 Feb caused significant workplace hazards, particularly in Hatay where the FU was operating from for years, where the level of destruction was enormous, with high level of stress about the loss of colleagues, significant damages to property and enhanced demands on UNHCR to respond to the humanitarian needs on the ground. Aftershocks of the earthquake and more earthquakes are likely to occur, requiring increased vigilance and caution while living and operating in the environment, where heavily damaged buildings have been reported to have collapsed causing deaths and injuries to people in the vicinity of such buildings. UNHCR has taken due care of structural assessments of the buildings in the aftermath of the earthquake, including staff residences as the final authority of using the buildings rests with the host government relevant authorities. Road safety also remains a concern and safe driving habits need to be exercised. UNHCR continues to provide access to staff counsellors and advisories on safety tips are shared with staff.

Since the disaster, Adana FU is directly engaged both operationally and within the coordination for a in provision of support to EQ affected population, while continuing to monitor the protection needs of the refugee population, which requires frequent and constant movement between the three provinces under it AoR. FU Adana operates in three provinces (Adana, Hatay, and Mersin).

The Driver reports to the Senior Protection Officer/Head of Adana Field Unit based in Adana Field Unit and facilitates transportation of staff to daily visits in the area of responsibility with local institutions, and partner organizations as well as meetings with refugees, including in Adana, Hatay, Mersin, and other provinces in the region as required.

Living and Working Conditions:

Adana FU was previously based in Hatay, however, following the February 2023 earthquakes, the administrative location of the FU changed to Adana. While maintaining a fixed presence in Adana, the FU maintains daily presence in Hatay with staff on a rotational basis,. Staff on rotation to Hatay are provided with accommodation and office/workspace at a hotel. For the UNHCR team, overnight accommodation is being constantly identified and reviewed as per the developing situation on the ground.
The overall access to accommodation, supply, and transport facilities in Hatay is currently poor, with plans for quick early recovery. Apartments and flats that were available and generally in good condition with working services as water, gas and electricity remain unavailable, as many physical structures in the town have either collapsed or have been heavily damaged.

With the transfer of the FU from Hatay to Adana, better access to services and daily needs has been established. FU Adana staff have established themselves and their families in Adana, where the availability of housing exists, as well as proper access to Health and other services.

The current situation may require late working hours and weekend work.
