We are currently seeking qualified candidates for the position of Digital Health Advisor for USAID End Tuberculosis (TB) Tajikistan Activity. The position will be based in Dushanbe, Tajikistan.

Project Background

USAID End Tuberculosis (TB) Tajikistan Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID End Tuberculosis (TB) Tajikistan Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results are focuses on improving case detection and notification for all forms of TB, increasing the number of patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.

Position Summary

Under the supervision of the Senior Technical Advisor Tuberculosis, the Digital Health Advisor will play a key role in leveraging digital technologies to improve TB case detection, treatment outcomes, and overall program efficiency. This position involves assessing digital health needs, designing and implementing digital health strategies, and building capacity among project staff and stakeholders.

Key Responsibilities

Digital Health Strategy and Planning:

  • In collaboration with project’s technology partner(s), conduct a comprehensive assessment of digital health needs, gaps, and opportunities within the TB program in Tajikistan.
  • Develop and implement a digital health strategy and roadmap aligned with project goals and objectives.
  • Identify implementation challenges and opportunities, and prioritize digital health solutions, inclusive of interventions, tools, and technologies to improve TB case detection, treatment adherence, and data management.
  • Collaborate with project teams, government counterparts, and implementing partners to integrate digital health solutions into program planning and implementation.

    Digital Tools and Solutions:

    • Research, evaluate, and recommend appropriate digital tools and solutions for TB screening, case detection, treatment monitoring, and data management.
    • Provide expert advice on design, development, and implementation of digital platforms, mobile applications, and other technological solutions to improve data visibility and enhance TB program efficiency and effectiveness.
    • Identify interoperability feasibility and integration of digital health systems with existing national health information systems and platforms.
    • Provide technical guidance on data privacy, security, and confidentiality measures for digital health solutions.

      Capacity Building and Training:

      • Develop training plan, inclusive of training materials, guidelines, and standard operating procedures for the effective utilization of digital health solutions.
      • Provide training and capacity-building support to implementing partners, project staff, government counterparts, and healthcare workers on the use and management of digital health tools and technologies.
      • Conduct workshops, webinars, and other learning sessions to enhance digital health literacy and skills among stakeholders.
      • Provide mentorship and onsite or remote technical support to ensure the effective implementation of digital solutions.
      • Foster a culture of innovation and learning by promoting the adoption of digital health practices and continuous improvement.

        Monitoring and Evaluation:

        • In collaboration with the Monitoring, Evaluation, and Learning (MEL) team, develop and implement monitoring and evaluation frameworks to collect feedback from users, analyze the utilization and assess the impact and effectiveness of digital health interventions.
        • Collect, analyze, and report on digital health data and indicators to measure progress towards project objectives. This includes visualization of data analytics and presentations.
        • Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to ensure data quality and integrity in digital health systems.
        • Identify opportunities for performance improvement and provide recommendations based on data analysis and insights.
        • Collaboration and Partnerships:

          • Collaborate with government agencies, donors, and implementing partners to strengthen interoperability, partnerships and coordination in the implementation of digital health initiatives.
          • Represent the project in relevant digital health working groups, conferences, and forums to stay updated on emerging trends and best practices.
            • Support knowledge sharing and exchange by documenting and disseminating lessons learned, success stories, and innovative approaches in digital health.

              Minimum Requirements

              Education:

              Bachelor's degree in public health, health informatics, health information management, or a related field.

              Experience:

              • Minimum 5 years of experience in digital health program management, preferably in the context of TB or infectious disease programs.
              • Strong understanding of digital health technologies, tools, and trends Demonstrated experience in designing and implementing digital health strategies and interventions.
              • Knowledge of health information systems, data management, and interoperability standards.
              • Familiarity with relevant digital health platforms, mobile applications, and electronic medical records systems.
              • Experience in capacity building and training on digital health for diverse stakeholders.
              • Strong analytical and problem-solving skills, with the ability to assess needs, identify solutions, and drive innovation.
              • Fluency in English and Tajik is required.
              • Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan.
