Development Associate

Organizational Setting and Work Relationships
The Development Associate will support the development and implementation of a comprehensive refugee response at regional, national, and local levels. The incumbent will assist in managing strategic partnerships and coordinating with both internal and external stakeholders including key development actors, national authorities and other relevant operational partners. Within UNHCR, the Development Associate will coordinate closely with the relevant staff across the Operation, including Community Services, Protection, Programme and other technical sectors. S/he will play a key role in ensuring high-quality communication with stakeholders (in writing and orally) and support the organisation of joint activities.
The incumbent normally works under the supervision of the Senior Development Officer or any other Senior Officer as delegated by the Representative.

Duties
- Support the supervisor and UNHCR senior managers to engage in relevant government-led development planning and coordination processes through coordinating and supporting UNHCR's participation in relevant mechanisms.
- Support the supervisor to contribute to the establishment and maintenance of effective working relations with relevant public and governmental entities and officials, with relevant local authorities and with strategic development partners through systematic communication and information sharing.
- Facilitate adequate organizational and logistical support for multi-stakeholder coordination platform and strategic partnerships to promote development and self-reliance oriented interventions on behalf of refugees and refugee-hosting areas.
- Promote the implementation and monitoring of UNHCR's Multi-Year Multi-Partner strategy, and the development and implementation of other strategic programmes and partnerships for the benefit of refugee and host communities.
- Assist in promoting the institutionalization of long-term development-oriented approaches for refugees and refugee-hosting areas with a broad range of development and humanitarian partners through coordinating and supporting UNHCR's participation in relevant planning processes, following guidance of the supervisor and in close collaboration with relevant UNHCR colleagues and partners.
- Facilitate adequate administrative and coordination support to strategy development, roll-out and implementation throughout various stages of planning, implementation, monitoring and evaluation.
- Assist in providing relevant information (correspondence and reports) to external and internal stakeholders regularly, on time and as per necessary requirements.
- Facilitate and provide administrative and logistical arrangements to organise missions, workshops, coordination meetings and other events through managing contact lists, meeting calendars, organizing meetings, minute taking, and follow-up on agreed action to be taken.
- Prepare documents and reports as required.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position:

UNHCR Kakuma covers the Kakuma refugee camp and Kalobeyei settlement, hosting more than 278,000 refugees from 23 different countries. In line with the Global Compact for Refugees (GCR) and the UNHCR’s MYMP Strategy, the operation focuses on further expanding the protection of refugees and promoting solutions by promoting humanitarian-development nexus. In close collaboration with the government, UN and other bilateral and multi-lateral development Agencies, including the WB/IFC, social enterprises and NGOs, the operation developed the Kalobeyei Integrated Socio-Economic Plan (KISEDP).

The Development Associate will report to the Senior Programme Officer and work in close collaboration with UNHCR colleagues in Kakuma and Nairobi, partners, donors as well as the county and sub-county officials.

The incumbent will be required to steer existing efforts by the national government and the government of Turkana and to manage relationships with partners, including UN agencies, IFC, NGOs, and the private sector.

Living and Working Conditions:

Kenya is a country that enjoys social stability resulting from the smooth functioning of state institutions with a good level of infrastructure (e.g. roads, distribution of water, electricity, etc.) and a popular tourist destination. The current Security Level in the capital and in SRM Area 1A: Northern Rift Valley ( Kakuma, Lodwar ) is Moderate -3. All UN personnel must comply with UNDSS procedures and recommendations during their assignment to Kakuma. Kakuma is a non-family duty station with a hardship classified E, its living conditions are difficult, but the social climate is calm. The weather is hot, dry and sunny. Windy storms are common in December and more pronounced in January till March. Staff live in UNHCR-provided accommodation; the facilities are generally of acceptable condition. The incumbent will be briefed on conditions of accommodations, laundry, meals, communications, air and road transports, recreations and others relevant information. However, staff members are charged rental fee predetermined by the organization paid upfront on monthly basis. It is also possible to withdraw cash from automatic telling machines found in all banks here in Kakuma. There are limited banking facilities at Kakuma with two banks (Equity & Kenya Commercial Bank ) having branches locally; internet and communications networks are available at the compound with fairly speed. The mobile telephone remains stable with 3G network. Climatic conditions are relatively harsh, and despite fumigation of the compound, insects and even snakes are present in the environment on seasonal climate changes. UNHCR has established a satellite level 1 JMS medical clinic in the compound in 2020 following COVID-19 situation readily available 24/7 hours ; there is also Kakuma Mission Hospital where a doctor/Surgeon is deployed and paid for by UNHCR to provide assistance to refugees, but special arrangements can be made during emergencies for staff members. There are also some pharmacies within Kakuma with basic medical facilities. Evacuation opportunities are limited. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. The yellow fever vaccine is compulsory and vaccination cards should be updated. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs\".
