  • Proactively supporting the Team Leader to manage the Mekong Australia Partnership (MAP) component of the program
  • Engaged full time until May 2022, with an extension to June 2024 highly likely

The Program

Australia Awards Cambodia (AAC) is a multi-year program managed by Tetra Tech International Development on behalf of the Australian Government, which commenced on 1 July 2018.

The program provides two core activities - Scholarships and Short-Term Awards (short courses and informal learning opportunities) - within the framework of the Australia Awards Global Strategy. AAC also delivers a range of activities that support achievement of the investment’s objectives, in the areas of:

  1. English language and pre-departure training

  2. Equity pathways program

  3. On-award enrichment

  4. Alumni engagement

A pending Deed of Amendment will extend AAC’s core activities to include professional development, exchange programs and technical assistance.

The Position

The Deputy Team Leader (DTL) will support the Team Leader (TL) by providing operational support to manage the MAP component of the program to achieve its objectives, demonstrating high-quality results and sustainable impact. Additionally, the DTL will contribute to the relationships with DFAT and a range of stakeholders across Cambodia and Australia, whilst also assisting the TL with driving innovation in the approach to MAP activity delivery, value for money and quality assurance.

Other key responsibilities include:

  • Preparing the MAP Annual Work Plan;
  • Planning, designing and implementing program activities;
  • Providing contract management for services and technical assistance resources engaged by the program;
  • Budget planning and management;
  • Activity reporting contributing to the Monitoring Evaluation and Learning framework;
  • Staff performance management;
  • Proactively and effectively managing risk and ensuring compliance with the Department of Foreign Affairs and Trade (DFAT) and Tetra Tech policies and procedures.

The Person

The successful candidate will possess tertiary qualifications in education or program management, as well as work experience within South East Asia or developing countries. Preferably, the DTL will demonstrate experience within international development programs, including working on program design, tender, personnel and financial management, monitoring, reporting and work planning. It is highly desirable that successful candidate demonstrates strong monitoring and evaluation (M&E) program development experience consistent with DFAT Aid Strategy M&E requirements.

Knowledge and skills of the Australian Government’s Aid Program should be evident, including DFAT’s underpinning cross cutting issues and policies. Furthermore, the successful candidate will exhibit an advanced proficiency in the English language, including high level communication skills, both verbal and written, as well as sensitivity to other cultures and the ability to act appropriately in Khmer culture.
