Summary:

Save the Children is seeking a Deputy Project Director (DPD) for the anticipated USAID LGBTQI+ Addendum No. 4 to the Justice, Rights, and Security (JRS) Annual Program Statement (APS). The specific purpose of the LGBTQI+ Addendum is to support regional/multi-country initiatives to advance the holistic development of LGBTQI+ populations (i.e., securing their rights to employment, education, livelihoods, and access to basic services) and to more effectively respond to the harmful effects of anti-rights actors. The LGBTQI+ Addendum to the JRS APS has three primary objectives:

  • Objective #1: Advance the rights of LGBTQI+ individuals and communities to access education, professional development, livelihoods, and employment opportunities.
  • Objective #2: Advance the rights of LGBTQI+ individuals to access quality basic health services, including mental health and psychosocial support services (MHPSS).
  • Objective #3: Advance the ability of regional/multi-country organizations and/or coalitions to effectively respond to and counter anti-rights actors.

The DPD will be responsible for the technical oversight of the project and is specifically responsible for project implementation of evidence-based, high quality, and multi-sectoral interventions. They will be responsible for overall project delivery and will work in close collaboration with the Project Director, Save the Children employees, and other relevant project participants and stakeholders. This position will be based in Phnom Penh, Cambodia, requiring travel to other project offices as needed.

This position is contingent upon donor approval and funding.

What You'll Be Doing (Essential Duties)

  • In collaboration with the Chief of Party (CoP), provide technical and operational leadership to ensure the quality of project interventions.
  • Develop and maintain excellent relationships with donors, partners and civil society actors working on LGBTQI+ advocacy and empowerment initiatives.
  • Contribute to the development, review and revision of the project strategy.
  • Support the Project Director in overall project implementation and management matters relating to the grant/cooperative agreement.
  • Oversee and ensure the submission of high-quality narrative and financial reports, annual plans, and other donor reporting requirements.
  • Monitor programmatic, financial and administrative performance of the project, supervising and ensuring that standard project administrative and financial procedures are followed.
  • Ensure compliance with USAID and Save the Children rules and regulations.
  • Manage and supervise the work of project staff and partners.
  • Establish and maintain a culture of teamwork, participation, and accountability for programmatic excellence.
  • Ensure smooth and effective internal and external communications and coordination of project activities.
  • Represent Save the Children in steering committees, LGBTQI+ rights groups, and other relevant advocacy networks.

Required Qualifications

  • Bachelor’s degree in international development, public policy, social work or another related field. Master’s degree preferred.
  • Minimum of seven years of relevant experience in a technical or leadership position (Deputy Team Leader, Technical Director, Deputy Chief of Party, etc.) on a program of similar size and complexity.
  • Experience managing USAID or other USG-funded projects and activities.
  • Technical expertise in LGBTQI+ advocacy, rights, empowerment and/or coalition building.
  • Excellent management, communication and negotiation skills, demonstrating the ability to lead and build consensus, cooperation, and coalitions among individuals, civil society groups, private sector, and government officials.
  • Proven experience developing effective working relationships with government ministries, international organizations, civil society, and community-based and grassroots organizations.
  • Experience working in Cambodia or other countries in Asia strongly preferred.
  • Excellent oral and written communication skills in English. Fluency in Khmer is strongly preferred.
