Action Contre La Faim ACF) has been operational since 2010 in Northeast and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, sanitation and Hygiene (WASH).. further the mission has expanded its programs in the wake of conflict in Borno state since 2017 , focusing on long term sustainable programs focused on system strengthening for Health, WASH, Social Protection, and Agriculture sectors.. The mission is currently in the process to launch response in the Northwest?Nigeria. In 2018,?ACF launched the Rapid Response Mechanism (RRM) in Nigeria in an effort to address the urgent humanitarian assistance to the displaced populations in Northern Nigeria. With this Approach ACF is among the lead agency that is currently reaching the NE &NW regions with Rapid Humanitarian assistance for to the conflict and other disaster affected population. Currently, without conspiring LGAs reached on RRM modality, ACF is providing an integrated humanitarian response in Yobe State (12 Local Government Areas (LGAs), Borno (11 LGAs), Bauchi (2 LGAs) and Jigawa (6 LGAs) with partial presence in Kano. Despite the remarkable achievements in humanitarian sector, ACF, as other humanitarian actors, has been continuously affected by the shrinking humanitarian space

Votre poste et vos responsabilités

The Deputy HoD is responsible to:

Mission 1: Contribute to the definition, implementation and revisions of mission procurement strategies

Define the procurement strategies of the mission under the supervision of the Head of the Logistics Department Drive and implementing sourcing strategies with employees and ACF departmentsProvide advice to other departments on their purchasing activitiesRepresent the ACF mission externally for procurement issues and develop its network for exchange of information and best practices.Develop a responsible purchasing approach, in particular by identifying environmental criteria in our selection processes.Assist applicants in the preparation of their specifications and/or technical specificationsDissemination of consultations and Calls for Tender Receipt and analysis of tenders Negotiation with suppliersSelection of suppliers corresponding to ACF needs, in terms of cost, quality, deadlines and servicesDrafting of contracts and framework agreements and their amendments

Mission 2: Coordinate mission procurement activities

Ensure the facilitation and production of the mission’s PPP (Project Procurement Planning).Perform market analysis and supplier sourcing of identified strategic markets.Publish annually CFIs (Calls for Expressions of Interest) for targeted marketsConduct audits and supplier monitoring visits to capitalize and monitor our portfolios.Coordinate with ACF bases and departments, supplier ACF pre-qualificationsMonitoring and development of ACF logistics department partnerships. Analyze the appetite and purchasing maturity of its contacts, adjust and structure its modes and levels of involvement (lead/support & advice/co-lead)Train logistics and program teams on their procurement activities

Mission 3: Ensure compliance of purchasing activities in compliance with ACF and relevant donors procedures.

Ensure that employees comply with ACF’s procurement policy, strategy, procedures and toolsPrevent and manage any non-conformity of the mission’s procurement processes, particularly in relation to our quality assurance.Identifying the risks of fraud and corruption in its activity and implementing preventive and control actionsRaising employees' awareness of the risks of fraud and corruptionImplementation and follow-up of recommendations following controls and audits

Mission 4 : Guarantee the procurement performance on the mission

Identify, track and propose possible optimizations for strategic sourcingEnsure and develop strategic supplier relationships, ensuring supplier performance.Constantly monitoring purchasing trends (changes in the business line, purchasing tools, etc.), Develop and monitor purchasing performance indicators Regularly canvass the market to enrich the supplier portfolio (via other NGOs, field visit, internet search, etc.)Ensure proper management of the LINK software during the assignment:- Being the LINK point of contact with headquarters (under the supervision of the Logistics HOD)- Informing the LINK team at HQ of software malfunctions and inconsistencies- Provide adequate training to all newcomers/users of the software (applicants, logistics users)- Support users by guiding them through the available materials (LINK video, user guides, PPT file)- Support users when they encounter unusual situations with the software on how to solve them- Manage LINK data (delivery locations, local markets, local suppliers, taxes...)

Votre profil

A Bachelor degree in Business Administration OR Logistics OR Purchasing and Supply.Certification in CIPS, Supply or Logistics desirable.Min 3 years’ extensive experience in procurement and/or logistics capacity management and coordination, preferably in Humanitarian or development work;Previous experience working for NGOs an asset, particularly international and/or health related NGOs;Excellent people management skills combined with the ability and desire to further develop staff capacity;Strong Organization and management skills combined with the ability to coordinate a diverse range of people and responsibilities;

Vos conditions d’emploi

12 months fixed term contract under French (for internationals)

Terms under French contract :

Monthly gross salary from 2130€ to 2475€ upon experience Monthly per diem and living allowance: 754€ net, field paidMonthly country allowance: 150€ Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)16% of the gross monthly salary for pension insurance reimbursement for non-French citizens Transportation and accommodation: Coverage of transportation costs and guest houseMedical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insuranceLeaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR periodTraining: Free and unlimited access to the certifying e-learning platform Crossknowledge ©
