Role objectives

· With the support of the Regional Director for Somalia and Yemen ensure the smooth running of all CTG Operations in Yemen.

· Manage the efficient and compliant delivery of Yemen portfolio of client contracts and agreements.

· Supporting the Regional Director to develop CTG’s diversification of clients and business growth in Yemen in relation to CTG’s Staffing Solutions service line.

· Facilitating a safe, secure, inclusive and enabling work environment for CTG’s permanent staff team in Yemen.

· Update and communicate with the Regional Director issues related to the Yemen operations.

· Supporting the HQ with any additional requests, i.e. MEARL.

Tasks and Responsibilities

Reporting to the Regional Director for Somalia and Yemen the Deputy Country Director – Yemen’s tasks and responsibilities include the following:

Permanent Staff Team Management and Supervision

· Directly supervise Account Managers, Senior Account Managers, Office Managers and Finance Officers, to deliver their tasks and responsibilities to a high standard.

· Undertake Annual Appraisals for all CTG Yemen permeant staff.

· Actively participate in CTG Yemen fortnightly Team Meetings.

· Support Yemen Team members to identify and apply for Continuing Professional Development opportunities.

· Participate in the recruitment of all new permanent staff.

· With the support of the Reginal Director undertake any disciplinary actions that may be needed.

· Responsible for ensuring Covid-19 mitigation measures are adhered in the CTG Yemen office and consultants, including mask wearing, social distancing, limiting the number of staff attending the office and so on and so forth.

Compliance with Yemen Regulations

· Supporting the Regional Director to ensure that CTG HR and Logistics business licenses are current

· Providing oversight that CTG is always compliant with Yemen labor law.

· Ensure all CTG vehicles are appropriately, managed, licensed and maintained.

Client Liaison

· Pay regular in-person visits to all clients, or remote meetings where in person is not possible; to provide opportunities for them to discuss any challenges, problems or concerns with how the account is being managed.

· Be the most senior permanent CTG representative in Yemen, who clients know they can reach out to with serious issues, such as disciplinary concerns of a confidential nature, or overall contractual issues.

· On occasion, for instance at client’s request, accompany Account Managers or FSO’s on field visits to client’s provincial locations.

Account Management

· Provide on-going practical support to all Account Managers and Senior Account Managers to ensure that they are running their client account in a compliant, efficient and responsive manner, inducing recruitment.

· Take overall responsibility to ensure that MyCTG is kept up-to-date; liaising with the FLO as needed for their support.

· Fulfil the role of Account Manager when the assigned account manager is absent from work for whatever reason.

· If required, Manage any small new accounts until they become large enough/established enough to be provided a dedicated Account Manager.

· Support the role our of MyCTG 2.0 and be the key liaison between the digital team and CTG-Yemen.

· Lead CTG-Yemen efforts to train clients and consultants on the use of MyCTG 2.0.

· Be CTG-Yemen’s key point of contact needed problem solving in relation to the personal accident provision provided to CTG consultants.

Business Development

· Explore new business opportunities in Yemen.

· Provide support to the Regional Director and CTG’s bid team in the preparation of bids.

· Attend meetings with potential new clients whether remote or in-person.

Finance and procurement management

· Take responsibility for ensuing Yemen’s clients pay all invoices in a timely fashion.

· With the support of Account Managers and the Regional Director ensure any outstanding debts are paid.

· Represent the Yemen Team at fortnightly debtors meeting.

· Support Account Managers to check monthly payrolls and send to all clients on time.

· Support the CTG-Yemen Finance department/HQ to create and submit client invoices on time.

· Support CTG-Yemen Finance department/HQ to ensure that all taxes are paid according to Yemen law and in a timely fashion.

· Ensure all procurements are conducted in a value for money, compliant fashion.

· Taking final responsibility for day-to-day office expenses.

· Ensure all procurements done on behalf of CTG-Yemen’s clients are compliant with the agreed to budgets and COOs.

· Liaise with CTG’s global legal team to ensure due diligence is conducted and maintained for all suppliers, existing and new.

· Ensuring CTG’s legal team approve all supplier contracts.

· Support CTG’s Finance department/HQ to set up Purchase Orders in the appropriate fashion.

Risk Management

· Working with CTG’s Risk Manager.

· Actively participate in CTG-Yemen’s weekly Management Meetings.

· In the event of serious incidents provide support to the Risk Management Team as needed, including being the liaison to client’s HR representatives.

· Comment on and review CTG Risk Management documentation on occasion as needed.

Marketing and Communications

· Provide any needed marketing and communications information to the Marketing and Communications Team.

· Secure permission for and ensure that information for DILOS is collected in an appropriate fashion.

Key competencies

Education:

· Bachelor's Degree in a relevant discipline is essential, Master’s Degree in a relevant discipline is desirable.

Work experience:

· Minimum of 7 years of demonstrable relevant HR or Project Management experience.

· Experience working with the UN or on other large donor funded project & programs.

· Experience working for a global international organisation.

· A knowledge of humanitarian & international development protocols & practices.

Geographical experience:

· This position is only open to Yemen Nationals.

Languages:

· Fluency in Arabic with knowledge of the other language.

· Excellent written & spoken English.
