We are currently seeking a qualified candidate for the Deputy Chief of Party position for an upcoming Systems Strengthening for One Health (OH) Activity opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.

Project Description

The Systems Strengthening for One Health Activity will strengthen Bangladesh's Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death. The activity will support three key objectives: 1) Strengthen Systems for Multi-Sectoral One Health Governance and Coordination; 2) Strengthen One Health Infectious Disease Surveillance and Laboratory Systems and 3) Reduced Threats of Antimicrobial Resistance.

Position Description

The DCOP will be a member of the One Health project in Bangladesh. They will be part of the project Senior Management Team and support technical and programmatic aspects of the project. S/he will provide leadership to ensure quality, timeliness and efficiency of all project activities and results. S/he will support the Chief of Party (COP) in strategic and annual work planning, management, and monitoring of project operations and key deliverables, and liaise with relevant stakeholders from different sectors. The DCOP will be directly responsible for management of subawards and their performance. S/he will monitor budget spending, project deliverables, technical assistance and capacity building. S/he will serve as program representative in the absence of the COP.

Key Responsibilities

  • Cooperates closely with the Chief of Party (COP) on all program and technical matters.
  • Ensures specified deliverables and achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.
  • Coordinates the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Bangladesh context.
  • Liaises with and facilitates work planning and regular program and technical meetings for all consortium partners, government counterparts, beneficiaries, or community-based organizations.
  • Identifies technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promotes sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Represents the project in external stakeholder meetings, conferences, and coordination platforms.
  • Attends conferences or workshops with other organizations working in the One Health field, to share knowledge and best practices, and to identify opportunities for collaboration.
  • Coordinates with donors or other stakeholders to discuss the project's performance and to explore potential opportunities for additional funding or partnerships.
  • Participates in community engagement meetings or public forums, to provide updates on the project's progress and to gather feedback from community members.
  • Serves as the primary program representative in the absence/temporary leave of the COP.

    Minimum Qualifications

    • Bachelor's degree or its international equivalent (Master’s preferred) in health, social sciences, business or related field
    • At least 10 years of professional experience in public health, particularly related to One Health Approach; experience in working with key stakeholders in Bangladesh strongly desired.
    • At least 3 years of professional experience in project management and leadership, including experience managing USAID projects and staff.
    • Experience in implementing One Health approaches to improve health outcomes at the human-animal-environment interface.
    • In-depth understanding and familiarity with the One health systems, policies and strategies in Bangladesh on national, regional and local levels
    • Understanding of the legal and regulatory frameworks related to One Health in Bangladesh, including biosecurity, animal welfare, and environmental protection.
    • Proven experience working closely with government officials to support strategy development, implementation plans and decision making.
    • Experience in designing and implementing behavior change communication strategies to promote One Health practices among different stakeholders.
    • Expertise in building and strengthening the capacity of local organizations and government agencies to implement One Health programs.
    • Understanding of the latest technological advancements in One Health research, surveillance, and the ability to apply them to the project.
    • Proven knowledge of and experience with USAID rules and regulations
    • Experienced problem-solver, proven ability to develop effective systems.
    • Excellent oral and written communication skills in English; fluency in Bangla required.
    • Proficient computer skills with fluency in Microsoft Office Suite programs
    • Legally authorized to work in Bangladesh.

      Travel Requirements

      • Up to 25% national and/or international travel.
