Standard Job DescriptionData Management Associate Organizational Setting and Work Relationships The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff. Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports. - Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management. - Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management. - May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS. - Archive and backup database systems; ensure security of databases; perform database administrator functions. - Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly. - Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner. - May be required to support registration activities including ProGres technical support and on-site assistance. - May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues. - Develop forms and tools for data collection and analysis. - Have access to relevant data and records. - Perform other related duties as required. Nature of Position:

The Data Management Associate is a member of the Registration and data management team and is normally report to the Registration & Identity Management Officer. The Data Management Associate is responsible for assisting with all technical registration and data management activities, as well as ensuring that data management, registration and quality data are effectively used for identifying specific protection needs, providing optimal assistance and services to Persons of Concern, for the management of operations, and for the achievement of durable solutions.

The Gambella operation hosts more than 380,000 persons we serve in the seven refugee camps and one refugee settlement. The momentum gained in data management, quality and reliability of data has improved the leadership of UNHCR in various areas, such as refugee documentation with Proof of Registration and ID card for CRRF to enable socio-economic opportunities for Persons we Serve. The requirement for high-quality refugee data requires a G6 position in Data Management and Registration in UNHCR Gambella Sub Office for overall technical support to registration and data management team in the camps.

The candidate is expected to; Provide technical training and support for RRS and UNHCR registration and documentation colleagues on proGres v4/ RApp, BIMS, GDT, and Stock Management, as well as other operational tools. Assist and collaborate closely with RRS and UNHCR's various sections with registration and data management tasks required for protection intervention and assistance. A similar level of assistance will be provided to implementing and operational partners in accordance with data protection protocol. Coordinate with Registration and Data management colleagues in the operation as well as CO/ HQ technical team for technical challenges that may arise on the operation servers that require support. Perform data clean-up, data quality assessment, and generate data quality reports to ensure that quality data is always maintained and conduct audit reports as well. Provide technical support for the continuous registration and documentation activities, as well as new arrivals profiling exercises. Responsible for data management activities within the UNHCR Gambella’s Operation in close collaboration with RRS and UNHCR Registration Staffs. Provide data management support to RRS and WFP for monthly general Food Distribution through the provision of GDT electronic manifest generated from proGres V4, including the required technical supports. Monitor servers and devices connectivity in the camp as well as during data synchronization to mitigate data loss. Prepare the statistics analysis related to GDT, Monthly statistics reports and analyse the trend of no show during the GFD across Gambella SO.

Completion of UNHCR learning programmes or specified training relevant to the functions of the position, previous experience working with UNHCR as registration/ data management, technical expertise with UNHCR databases (proGres v4/ RApp, BIMS, GDT and others PRIMES related tools) and knowledge on Server-Client LAN model configuration and troubleshooting is added advantage.

Living and Working Conditions:

Gambella is a non-family duty station. Guesthouses for staff are provided based on waiting list. There are limited banking facilities and limited medical facilities. There are daily commercial flights between Addis Ababa and Gambella. The diversity of topography in Ethiopia has resulted in a wide variety of climate in the country. The climate in Gambella is classified as tropical. The hottest season of the region is in March/April and temperature may rise to 45 °C, followed by a long rainy season. Road network within the region is often affected by the heavy rainfall during the rainy season. The average annual temperature in Gambella is 27.6 °C. The average annual rainfall is 1148 mm. Gambella and due to its conditions is a malaria prone area amongst other tropical diseases. Internet and communications networks are available at the compound. Remoteness, isolation, and lack of entertainment in social life are factors to be also considered prior to applying.

Security Considerations Gambella is classified as security level - 3. The security situation in Gambella region has seen a significant deterioration in early 2016 with clashes amongst ethnic groups. This type of tensions remains up to date contributing for frequent civil unrest events amongst these groups. Moreover, the Cross-border banditry including cattle raiding, children kidnapping, the newly emerged rebel, Gambella Liberation Front (GLF) and its ally, the OLF possess major security threat to the region. These two rebels have had carried out several attacks including coordinated attack which took place on 14 June 2022 that had resulted in loss of lives from both rebels and government forces in Gambella town and surrounding. However, several civilians were also affected.

At this stage, the current security situation in the entire Gambella region remain calm but still unpredictable. The most relevant threats for UN staff remain crime, civil unrest, and armed conflict. Criminality in this region is a significant security concern considering the socio-economic state of affairs. Therefore, reports of house break-ins and street robberies are common. Restrictions of movement is at times imposed on the movement of staff and activities in the field, mainly depending on the developments of the security situation. Curfew in Gambella is from 19:00 to 6:00 am while for Dimma and Pinyudo is from 20:00 to 06:00 am. Road accidents are very common in Ethiopia due to reckless driving, non-enforcement of traffic laws and road infrastructures. Other features to consider are the weather conditions and related implications in staff movements. This factor is particularly relevant during the rainy season.
