General Background of Project or Assignment:
In 2016, to determine the characteristics and impact of internal displacement due to violence in El Salvador, the Ministry of Justice, and Public Security (MJSP), in coordination with the Secretary of Governance and Communications (SEGOB), carried out a study on the dimensions, trends, and profiles of individuals and families forced to move. The United Nations Agency for Refugees (UNHCR) supported this effort to publish the report \"Characterization of Internal Mobility Due to Violence in El Salvador\" in 2018.
Since the study was published, El Salvador has made significant advances in the legal protection of victims of displacement, primarily through the adoption of the Special Law for the Care and Comprehensive Protection of Persons in a Condition of Internal Forced Displacement. The law recognizes, guarantees, and protects the fundamental rights of internally displaced persons and at risk of displacement through preventive procedures and a protection system that includes efforts to provide humanitarian assistance and seek durable solutions.
In 2023, the National Office of Statistics and Census (ONEC) updated the data on internal displacement, providing a better understanding of the dimensions and characteristics of displacement for the past ten years in the country. Analysing this information will be key for El Salvador to continue strengthening its mechanisms for the prevention, protection, and response to the needs of displaced persons, in line with the commitments assumed by the country under the Comprehensive Regional Framework for Protection and Solutions (MIRPS), since its adherence in 2019.

Overall Purpose and Scope of Assignment:
Objectives
The objective of this project is to analyse the situation of displaced people and those at risk of displacement in El Salvador based on data collected by the National Statistics Office in 2023. This aims to ensure a comprehensive understanding of the situation of forcibly displaced people in the country and their differences from the non-displaced. It will involve a coordinated effort with national institutions, ensuring the analysis of secondary sources, and incorporating feedback from key actors.
Specific Objectives
• Analyse, compare, and identify trends and patterns in the data collected and identify information gaps that persist in the analysed sources, which are key to advancing toward the effective inclusion and access to services of displaced population in the country.
• Compare the situation of internally displaced people in El Salvador with the rest of the population and identify the probable causes of these differences.
• Compare the results of the current data collected with the Characterization of Internal Mobility Due to Violence in El Salvador published in 2018, changes, progress and causes.
• Produce a characterization report based on the data analysis, in close coordination with national institutions and including the feedback of key actors.
Expected Activities
This contract involves carrying out at least the following activities to achieve the required deliverables:
1. Design the analysis and reporting plan for the characterization report, which must be agreed with UNHCR.
2. Lead the analysis and interpretation of results based on the data collected in 2023 and other secondary sources, including the designing of additional tables/graphs as necessary.
3. Coordinate, participate, and co-facilitate the meetings and/or workshops on the interpretation and validation of results as needed. At least four meetings or workshops should be held, either with UNHCR or the institutions assigned.
4. Draft a characterization report based on the jointly validated analyses, ensuring to reflect the suggestions and recommendations of the entities involved in the study, where the displaced population is characterized and compared with the rest of the Salvadoran population.
5. Participate and co-facilitate a meeting or workshop on the discussion and validation of recommendations based on the study results. At least one meeting or workshop should be held with UNHCR, and if required, with additional institutions assigned by UNHCR.
6. Maintain effective coordination with UNHCR focal points and any other participating institution.
7. Any related duty required to ensure the completion of the characterization report.
Expected Deliverables
The final deliverable consists of the preparation of the characterization report on internal displacement in El Salvador with data from 2023. To this end, the contractor must deliver:
1. A detailed and adjusted work plan including revised dates, activities, timeframes, and required resources.
2. The design of the structure of the report agreed upon with UNHCR and any other participating institution, which should include both the current situation of the displaced population and a comparison with the rest of the Salvadoran population, and changes in their situation compared to the Report on Characterization of Internal Mobility Due to Violence in El Salvador published in 2018.
3. A report on suggested indicators for analysis, with relevant indicators selected for each section, chosen in coordination with UNHCR and any other participating institution. The report should be delivered in both Word and PDF formats and must include all necessary charts and tables to explain the content, as well as any files or scripts used for calculations or creating charts and tables. Additionally, this report must have a technical annex illustrating the statistical reliability of the estimates of relevant indicators for the displaced and non-displaced Salvadoran population, based on the microdata of the survey. The final list of indicators and disaggregation should be based on ONEC reporting guidelines (e.g., estimates with coefficients of variation above 20% should be used with caution).
4. A report on the selection of secondary sources proposed by the consultant and agreed upon with UNHCR and any other participating institution.
5. A report on workshops, sessions, meetings, or any other activity carried out for the analysis and interpretation of indicators, where mainly the suggestions and agreements reached with UNHCR, and other participating institutions will be collected.
6. A draft report following the structure and presentation described under the objectives of this contract, which will be presented to UNHCR for validation.
7. A complete report following the structure and presentation described under the objectives of this contract. The development of the final report should start after the draft report is validated by UNHCR and should incorporate the observations of other institutions assigned by UNHCR.
8. A presentation of the findings to UNHCR and other counterparts.
9. Documentation to reproduce the calculations presented in the report, as well as any other material used in the coordination activities.
Education:
• Degree in human/social/political sciences, law, demography, development studies, or a similar field. A master's degree or doctorate in quantitative methodology is preferred.
Experience:
• Minimum of five (5) years of experience in social research on topics of internal displacement, violence, human rights, and/or vulnerable groups.
• Specific experience in emergency and protection contexts, preferably in Latin America, and even more desirable in El Salvador or countries with similar situations of violence and displacement.
• Experience in the implementation of protection projects, including legal, psychosocial, and resettlement assistance programs.
• At least one reference or publication demonstrating experience in research on forced displacement topics.
• At least one reference or publication demonstrating experience with national authorities, international cooperation agencies, and academia.
• Knowledge and experience in coordinating with governmental, non-governmental, and community organizations.
• Excellent writing skills in Spanish and excellent organizational and management skills.
Skills and Competencies:
• Deep knowledge of international protection principles and standards for refugees and internally displaced persons.
• Excellent written and verbal communication skills in Spanish and English.
• Ability to work effectively in a multicultural environment and under pressure.

- Report on workshops, meetings, or any other activity executed to perform the analysis and interpretation of indicators, mainly collecting the suggestions and agreements reached with UNHCR and other participating institutions.
- A complete report following the structure and presentation described under the objectives of this contract. The drafting of the final report should start after validation by UNHCR and participating institutions, with the relevant indicators selected and presented as deliverable.
Additionally, this product must have the following sub-products:
- A presentation of the findings to UNHCR and other counterparts. A presentation of the findings to UNHCR and other counterparts.
- The code and documentation to reproduce the calculations presented in the report, as well as any other material used in coordination activities.
