Terms of Reference1. Purpose of the project: Integration of Dghs-Dhis2 and Integrated Refugee Health Information System (iRHIS) Of UNHCR
2. General Background of Project or Assignment: (This assignment is for an Individual Consultant equivalent to G-7 level)
UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights, and building a better future for refugees, forcibly displaced communities, and stateless people. Over the past decades, UNHCR has been strategically designing and implementing Health Information tools, including the iRHIS to ensure accurate information exists on health care status of refugee and the coverage and quality of health services they access. Cox’s Bazar Refugee camps in Bangladesh currently host 962,416 Rohingya refugees as per joint Government of Bangladesh & UNHCR population statistics of 31st July 2023.
The Ministry of Health (MOH/DGHS) of Bangladesh government has made a concerted effort in harmonizing the government reporting system DHIS2 and iRHIS. The information collected in DHIS2 cannot be pushed to iRHIS causing many information managements challenges for UNHCR and its partners to aggregate, duplicate and analyse their data, hampering their ability to make data-driven decisions and duplicity.
With this target of integrating the two system, UNHCR has planned to recruit an Individual consultant will work closely with DGHS MIS technical team, UNHCR Public health team at country and Headquarter level (HQ-HIS) to integrate the two systems.
3. Duration and dates of the assignment: Four Months (total amount of days/weeks/months to be worked: 5 days per week, Sunday to Thursday)
4. Location(s) : Dhaka, Coxbazar and Hybrid Modality
5. Mission travel applicable: Once or Twice in a Month (Dhaka to Coxbazar)

Duties: The duties and responsibilities of the individual consultant will be including the followings areas of work:
• Review and Update System Design- Design of the data HUB service, web service exchange model and format.
• Data Mapping and Error Handling- Analysis of the DHIS2 approach for sending the data to iRHIS (push/pull model, data flow and revision process).
• API Integration- Mapping exercise of the two data models including coding location hierarchy, data elements and indicators for interoperability purpose.
• Data Validation, Data Privacy and Security- Analysis of the solution, providing a functional specification document, data flows, workflows options evaluation, delivery estimations and planning.
• Data Flexibility: Ability for a solution to grow, shrink or change to meet a set of data needs or requirements. Must ensure the data we manage can cope, if any changes made.
• Unit and System Testing- Implement and test interoperability solution including debugging within the scope of work.
• Piloting.
• User training and Documentation- Carry out maintenance once the interoperation has been set up. Provide essential information and documentation for any development.
• Reporting: Weekly meeting, system documentation/test reports and final reporting to the technical committee.
7.Minimum Qualifications
a. Education & Professional Work Experience
• Education: Education in computer science or engineering and Health informatics or related field.
• Years of Experience / Degree Level
Experiences:
I. At least 3 years of DHIS2 configuration and administration experience.
II. Experience in carrying out similar assignment with Ministry of Health.
III. Previous experience in similar projects is an asset.
IV. Experience in PostgreSQL, Rest Web API, Java and other developer tools.
b. Other Qualification Requirements:
• Expertise and hands on experience with Web Applications and programming languages such as HTML, HTML5, CSS, JavaScript, JQuery and API's
• Familiarity with at least one of the following programming languages: PHP, Python, ASP.NET, .NET languages (e.g., C#, Visual Basic .NET)
• Familiarity with databases like PostgreSQL, Oracle, NoSQL etc. Ability to handle big data.
• Proficiency in version control systems like Git is essential for collaborating with other developers and managing source code changes.
• Knowledge or hands on design experience with Web Services (REST, SOAP, etc)
c. Languages: Fluency in spoken and written English is a requirement.
