DCA has provided life-saving support to conflict affected communities in Northeast Syria (NES) since 2015 through the delivery of shelter support, Non-Food Item (NFI) kits, food security, marked-based interventions, Psychosocial Support (PSS), and humanitarian mine action (HMA) including Risk Education (RE). The ongoing conflict in Syria has left behind a range of explosive hazards including Improvised Explosive Devices (IEDs), rendering it unsafe for people to return to their homes, causing civilian deaths and hindering safe access to humanitarian support, basic services and livelihoods, ultimately exacerbating the humanitarian crisis.

With funding from the European Union under the Instrument Contributing Stability and Peace (IcSP), DCA is conducting an intervention comprised of three core elements - Risk Education, Survey and Clearance – aiming to increase the safety of Internally Displaced People (IDPs), returnees and host communities in Raqqa and Deir ez Zor, NES. The overall objective of the project is to: Create safer communities, enable safe and sustainable returns, and thus encourage stabilisation and early recovery.

Operating in a politically sensitive and complex conflict context such, DCA is looking for (a) consultant(s) to conduct.

  1. A conflict and gender analysis in the areas of DCA operations in NES, as well as to provide DCA staff with training on conflict sensitive programming to ensure DCA follows the principles of Do No Harm.

  2. An Assessment of Residential Clearance in Urban Settings conducted by DCA in Northeast Syria.

Note that these are 2 Separate Assessments and DCA reserves the right to award one or both to different consultants.
