To conduct Mapping of Lake Nakivale Catchment and Protection Area, and Key Natural Resources in Isingiro Districts
1. Introduction
Oxfam Uganda is part Oxfam international confederation. Since then, Oxfam has implemented both development and humanitarian programs to support practical and innovative ways for people to lift themselves out of poverty. Oxfam envisions Uganda free of extreme inequality and injustice; a society where citizens and particularly women across all age groups claim and exercise their rights and responsibilities and can influence decisions that affect their lives. Oxfam also believes that besides saving lives, it is imperative to strengthen humanitarian capacity at a local level. This would ensure better, quicker, and cost-effective preparedness and response to humanitarian situations. We have taken actions to strengthen the capacity of local humanitarian actors in all our areas of work.
2. Background
Oxfam with funding from EUTF is implementing a project “*Strengthening Resilience through enhanced Local Disaster Risk Management Capacities*” in Isingiro/Nakivale and Kyegegwa/Kyaka districts/settlements. The project is expected to increase environmental protection in and around the settlement to avoid total deforestation; rehabilitate the degraded forest, land and water resources and rationalize the use of natural; improve natural resource management to address the insatiable demand for natural resources and promote peaceful coexistence between refugee and host to avert possible conflicts over natural resources. The project builds on the ongoing peaceful existence activities in South West (Kyegegwa, Isingiro and Kikuube). The main objective is to reduce the potential negative environmental and socio-economic impact on local systems of the current and future displacements in south west Uganda. Specifically, the project will strengthen local preparedness and resilience of refugees and host communities through improved natural resources management, disaster risk mitigation and early warning systems.
3. Purpose of the Assignment
The purpose is to conduct mapping of Lake Nakivale with associated factors endangering it, and key natural resources in Kyegegwa and Isingiro districts identifying issues affecting them.
4. Required Task
Oxfam seeks the services of a qualified institution/ individual consultant to undertake a detailed mapping of the Lake Nakivale and natural resources in Kyegegwa and Isingiro/Nakivale and define their status in terms of level of degradation.
5. Scope of work
The consultant will conduct the mapping activities within Lake Nakivael-Mburo for 2 days, 8 days for mapping natural resources in Kyegegwa and Isingiro districts and conduct 2 days capacity building training for staff on Geographical Information System (GIS)/remote sensing.
6. Methodology
The consultant will develop and submit a proposal describing the approach and methodology of undertaking the assignment. The consultant will use GIS/remote sensing and participatory rural appraisal approaches in conducing the mapping. The consultant will propose the most appropriate practical and inclusive way of mapping the lake/natural resources and surrounding catchment including consulting with various stakeholders such as Ministry of Water and Environment, National Forestry Authority, NEMA, Isingiro District Local Government, UNHCR, OPM, Nsamizi Training Institute among others.
7. Deliverables
Lake Nakivale
· Map the wetlands system in and around the catchment area of Lake Nakivale and classify them as degraded and non-degraded. Clearly indicate which ones are shared between refugees and host communities.
· Identify and map the degraded landscapes along the lake classifying the areas as high, medium, and low degradation. Point out spots of siltation, severe erosion, intensive farming, poor farming methods, deforestation, and other human activities.
· Identify and map forested areas along the map including the catchment area with potential for restoration. Classify the mapped forests as central forests, district forests and community forests and severely, mediumly and less severely degraded.
· Identify the human activities causing degradation of the lake and map the hot spots along the lake shores that need restoration.
· Map potential sources of contamination such as industrial sites; solid waste disposal; logging; agriculture; and impervious surfaces. Identify the risk to the lake posed by these activities: increased turbidity; pathogens; hydrocarbons; and chemicals. You can then identify the potential contamination sources within the catchment.
· Map out all the all-upcoming urban centers along the lake and find out if their wastes is swept in to lake and identify point of pollution along the lakes
· Quantify each resource mapped in hectares, volume, kilometers among other measurement units.
Natural Resources in Kyegegwa and Isingiro District
· Map the wetlands in Isingiro districts and classify them as degraded and non-degraded. Clearly indicate which ones are shared between refugees and host communities.
· Map the key hill tops and classify them as degraded and non-degraded. Clearly indicate which ones need urgent restoration.
· Map the degraded landscapes in Isingiro/Nakivale settlements classifying them as high, medium, and low degraded. Point out areas with severe erosion, intensive farming, poor farming methods, deforestation, and other human activities.
· Identify and map forested areas in the Isingiro district and settlements with potential for restoration. Classify the mapped forests as central forests, district forests and community forests, individual/private forests and severely, mediumly and less severely degraded.
· Map out the main rivers, streams, lakes, dams and give status of their catchment for restoration activities.
· Identify the causes of the degradation to resources mapped.
· Quantify each resource mapped in hectares, volume, kilometers among other measurement units and differentiate what is degraded from what is not degraded in the quantities.
· Develop a GIS map for mapped Lake Nakivale and natural resources in Isingiro/Nakivale clearly distinguishing the hot spot, degraded areas, not degraded area, quantity that is degraded, among others.
· Provide capacity building training for Oxfam staff in GIS/Remote sensing
· A draft report of the assignment with a clear analysis of the issues (hotspots, degraded sites, areas for potential interventions, hectares/kilometers) identified.
· A final report of the mapping activities to be submitted to Oxfam for consideration and dissemination.
8. Expected Outputs
· 1 GIS map indicating hotspots and key natural resources with potential of restoration and management.
· One consolidated draft report on Kyegegwa and Isingiro/Nakivale
9. Reporting and Proposed Time frame
The consultant will direct all the communications to Disaster Risk Management Coordinator and the consultant is expected to complete the assignment in a period of 21 working days.
10. Required Skills and Competencies
The consultants/firms should indicate the relevant experience in doing similar work, and should have the following qualification:
· Availability within timeline and meet deadlines.
· Oxfam reserves the right to amend the scope of these TOR.
11. Payment
• Professional fee: Though the interested consultant/s are expected to provide a budget for the exercise, Oxfam will consider proposals that will conform to the procurement policy and approved rates as per its policy on professional fees.
The consultant will be paid maximum 30% upon submission of acceptable Inception Report and 70% upon submission of approved final report and any agreed upon products of the study. The professional fees applicable will be subject to statutory 6% withholding Tax.
• Tax and insurance: The consultant/s shall be responsible for his/her income tax and/or insurance during the assignment
• Code of conduct: Oxfam work is based on deeply held values and principles, it is essential that our commitment to humanitarian principles is supported and demonstrated by all members of staff. Oxfam Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Oxfam Code of Conduct.
• A contract will be signed by the consultant upon commencement of the baseline which will detail additional terms and conditions of service, aspects on inputs and deliverables
12. Submission of Technical and Financial Proposal: **
Applications from those already registered & transacting in Uganda should be submitted to Logistics Officer email address: uga.southwestprocurement@oxfam.org with the subject line “**mapping of Key Natural Resources in Kyegegwa and Isingiro district and in and around Nakivale lake** on DRR Project” not later than 26th October 2021. The selection committee will review applications on a rolling basis. Applications should be made in soft copy and with the following included:
Ø Profile of the consultant(s)/ service provider(s)
Ø A technical proposal detailing: your Understanding of the ToR, Previous/current experience in supporting a similar kind of work citing examples of organizations (& contacts) of organizations supported and Qualifications.
Ø A financial proposal outlining overall quotation Uganda Shillings (UGX) for all the services to be provided and must be itemize as follows:
o An all-inclusive day rate for each team member (professional and administrative)
o Any other costs (indicate nature and justification for such costs).
o Summary of the total costs for the services proposed
