MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM's intervention in the West Bank is focused on provision of mental health and psychosocial emergency response activities following critical incidents related to occupation. The mental health and psychosocial support emergency response (MHPSS ER) project is implemented under the umbrella of the West Bank protection consortium (WBPC), which is led by MdM-France.

TASKS AND RESPONSIBILITIES:

Under the supervision of the field coordinator, you have the responsibility of the overall management of the mental health and psychosocial support emergency response project implemented through a consortium made of four NGOs, including Médecins du Monde France, which is the leader. You are responsible for the operational coordination, implementation, monitoring and evaluation of the project with the different members of the consortium and their partners, while facilitating communication and information sharing between them. You ensure proper grant management and timely reporting, while guaranteeing the project's compliance with the different requirements.

You closely work with the mental health programme manager who is the technical referent of the project.

Your main responsibilities are the following:

Strategy and representation

  • Participate to the preparation of action plans, adjust activities and the resources of the project to the field needs
  • Map the different activities and service providers, ensure proper coordination
  • Conduct MHPSS needs assessments and diagnosis in close collaboration with the mental health programme manager and the medical coordinator.
  • Contribute to the definition of the operational strategy
  • Lead the writing of proposals for a follow-up phase of the current project
  • Support the advocacy coordinator in the design and implementation of the project's advocacy strategy

Management and facilitation of the MHPSS sub-consortium

  • Organise and participate to various operational/strategic meetings with the different members of the consortium
  • Act as a focal point for all project operational coordination with the members of the consortium and clusters
  • Ensure harmonized data collection, monitoring and reporting as well as the proper use of related tools between the different members of the consortium
  • Systematize the collection of data from external sources
  • Ensure data analysis and its sharing on a regular basis
  • Participate to networking with other relevant stakeholders
  • Organize various training events in close collaboration with the mental health programme manager
  • Participate to the writing of proposals and reports for donors
  • Provide monthly reports to the field coordinator
  • Participate to budget construction and revision

Programme management (Nablus)

  • Capitalize on tools, protocols and guidelines produced within the scope of the project
  • Plan, implement, monitor and evaluate implemented through the consortium
  • Improve and ensure the proper follow up of SOPs and referral mechanisms between the different members of the consortium
  • Conduct regular field visits
  • Ensure communication and information sharing with the different support departments
  • Take part to advocacy and communication activities
  • Control and monitor the application of all administrative, HR and technical regulations
  • Ensure the collection, analysis, monitoring and evaluation of data of the emergency programme in Nablus

HR management

  • Ensure the day-to-day management of project staff in Nablus
  • Advise, arbitrate and support all measures to be taken in the event of difficulties, malfunctions and/or incidents
  • Conduct annual appraisals of all staff under direct supervision
  • Participate to the recruitment and briefing of new project staff
  • Identify training needs, set up training or mentoring/coaching plans, and ensure their implementation
  • Report any misconduct to the field coordinator

Finance and logistics management

  • Forecast the monthly financial needs of the projects and share them with the administrative manager
  • Participate to the construction and the revision of the procurement plan
  • Forecast the monthly logistical needs of the projects and share them with the logistics manager
  • Provide weekly movement plans to the logistics department.

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 months
Starting date: January 15, 2022
Gross monthly salary: 2 860 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Experience with an international NGO working in emergency contexts, preferably within the health sector
Experience of project planning and budget holding
Experience in management of projects implemented by several actors (consortium)
