Winrock is seeking two full-time positions for Community Engagement Manager under the anticipated $25-49m USAID Feed the Future Aquaculture Development Activity (the “Activity”) in Bangladesh. USAID’s Feed the Future Aquaculture Development Activity will support USAID/Bangladesh’s strategy to increase aquaculture productivity for better income and nutrition of rural households by adopting technologies and improved management practices on aquaculture; strengthening market linkages by engaging market actors; and adoption of nutrition related behaviors for better consumption of fish products. The two full-time positions for Community Engagement Lead (based in Barisal and Khulna) will support the Activity to bolster aquaculture sector development at the community level to promote consumption of fish for improved nutrition and bolster productivity, access to markets, and inclusive income generation – especially for women and youth – within the aquaculture sector. The position is contingent upon receipt of donor funding. ESSENTIAL RESPONSIBILITIES: The Community Engagement Lead is responsible for developing and implementing a strategy to engage aquaculture farmers, farmers’ groups, community leaders, and other partners in the Activity’s interventions. The Lead will work with a team of community mobilizers, and together will be responsible for identifying and coordinating with farmers, local leaders, and other community members, to build a more profitable, resilient, and inclusive aquaculture sector in Bangladesh. In addition, the Community Engagement Lead will help identify and engage prospective grantees to implement joint activities. OTHER RESPONSIBILITIES: Contribute to Activity implementation in areas agreed upon with the project’s technical team; Visit project areas regularly to maintain stakeholder relationships and assure project progress towards activity objectives and goals; Address and proactively identify problems and challenges, and adapt to evolving institutional, financial, and political realities on the ground; Contribute to progress reports for donor submission; Contribute to the work plans and other programmatic documents; Complete other tasks as assigned by the Deputy Chief of Party. QUALIFICATIONS: Education: Bachelor’s Degree in Aquaculture, Social Sciences, Public Policy, or other relevant field(s). EXPERIENCE: Relevant experience working with fishing communities; Experience increasing inclusion and empowerment of women, youth, and marginalized groups within agriculture or aquaculture value chains required; Proven experience and ability to coordinate, mobilize, and actively engage a variety of stakeholders, and to create linkages between them; Prior managerial experience; demonstrated ability to convene staff, local partners, and/or grantees; Knowledge, experience, and relationships in aquaculture sector preferred; Ability to work in a team, including effectively contributing to joint planning and implementation of trainings, workshops, and other program activities; Excellent organizational skills; Excellent written and oral communication and interpersonal skills; Required computer proficiencies: Word, Excel, PowerPoint; Language skills: Bangla with strong working knowledge of spoken and written English.
