UNDP’s 2022-2025 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Environment Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas. 

Within this portfolio, the Environment Team has signed a cooperation agreement for the project “Promoting the mobilization of Green Finance in the LAC region to accelerate the implementation of NDCs as a pathway for regional environmental sustainability and resilience\" (the Project) in coordination with the Swedish Cooperation (SIDA) to mobilize resources to work on green finance for nature in Latin America. The three-year initiative seeks to leverage transformational change to enable the mobilization of climate and green finance in the region through common approaches focused on making public investments more efficient, and capable of unlocking additional finance and investments that serve to reinforce sustainable development initiatives including ecosystem regeneration strategies that favour inclusivity and climate resilience.

The Project is possible due to a financing agreement between Sweden, represented by the Swedish International Development Cooperation Agency (SIDA), and The United Nations Development Programme (UNDP) with the general objective of promoting and scale-up the mobilization of green finance to accelerate the implementation of NDCs in the LAC region.  The Project while looking to develop regional strategies and knowledge management, will focus its implementation within the Central American and Andean regions. 

The Project will frame its objectives around three main workstreams that will directly influence the structural changes to foster the mobilization of green finance at the national level within the LAC region:

Data generation and knowledge management.  Institutional and regulatory frameworks for climate change.  Nature finance mobilization. 

To guarantee an efficient and high-impact implementation of the project the Environment Team is recruiting a Communication Analyst to support this project as well as communications efforts to position the work of the Environment Team in close coordination with UNDP’s Climate Promise global communication team and UNDP’s communications team in Latin America and Caribbean Regional Hub in Panama.

Duties and Responsibilities  

As part of the Environment Team, the Communication Analyst will be responsible for developing and leading the Communications Strategy of the new project in the portfolio and will work as part of the Project Management Unit under the direct supervision of the Project Manager, as well as in a coordinated manner with the Environment Regional Team Lead, UNDP’s Climate Promise global and UNDP Regional Bureau for Latin America and Caribbean (RBLAC) communication team.

The Communication Analyst will be responsible for carrying out the following duties: 

Develop a Communications Strategy for the project and lead the implementation of the Communications Strategy. Ensure communication activities and coordinate with the Monitoring, Evaluation and Learning Analyst the dissemination of knowledge products and results of the project.  Ensure the Environment Team to develop, feed and disseminate communication and knowledge products showcasing results and ensure internal and external visibility.

a. Develop a Communications Strategy for the project and the implementation of the Communications Strategy.

Develop a Communications Strategy for the project aligned to the global and regional communications and branding strategy that identifies communications objectives & key messages, maps target audiences (internal and external) and communications channels and products. Develop a mapping of existing communications products and initiatives that relate to this project or area within UNDP to avoid duplications and create synergies.  Develop a communications work plan and contribute to the development of the Annual Work Plan, ensuring alignment with strategy, including clear annual targets/ milestones for communications.  Prepare a detailed communications budget and procurement strategy for Communications activities.  Prepare a calendar of communication activities, coordinating with the Project Management Unit, partners and consultants.  Provide inputs, information and statistics related to communication and dissemination for reporting exercises to management, UNDP or the donor. Provide the Project Manager with timely, efficient, effective, and relevant progress reports on the Communications Strategy.

b. Ensure communication activities and coordinate with the Monitoring, Evaluation and Learning Analyst the dissemination of knowledge products and results of the project. 

Facilitate all communication activities, including the development of digital communication products (video, graphics, written pieces, social media posts), dissemination (web and social media including support to disseminate webinars and workshops), etc.  Initiate, gather, edit, and finalize multimedia stories (text-based, photo essay, video, etc) from the project (in collaboration with COs and partners) to be shared on various dissemination channels at the country, regional and global levels (e.g. UNDP websites, partner websites, and social media channels). Support the project team with writing products (reports, newsletters, etc.) and developing basic design products. Coordinate with Project Monitoring, Evaluation and Learning Analyst to design and disseminate knowledge products under the knowledge management strategy.  If necessary, support procurement processes and oversee consultancies for the design or preparation of knowledge/communication products or campaigns.  Guarantee that both UNDP’s and the donor’s branding guidelines are followed in all products. 

c. Ensure the Environment Team to develop, feed and disseminate communication and knowledge products showcasing results and ensure internal and external visibility. 

Providing technical advice on communication activities on the regional and CO levels to the Environment Team. Provide technical support to develop internal and external communications products for the LAC Environment Team. Monitor global communications trends to align the results of the LAC Environment Team and help UNDP stay ahead of the curve. Collect inputs from each LAC Environment Hub Team to feed into HQ’s or RBLAC’s global newsletter and campaigns. Work in collaboration with the relevant Regional Office Communications Team to ensure web visibility of the Environment Team at the regional level. Support the Environment Team with communication requests, including writing products and developing basic design products.
Institutional Arrangement

The Communication Analyst will be part of the Environment team and report to the Project Manager. S/he will be expected to work during LAC (Panama) Office hours.

  Required Skills and Experience
  Education:
Advanced university degree (Master’s Degree or equivalent) in communication, journalism, marketing, public relations, or related fields; or A first-level university degree (Bachelor’s degree) in the above-related fields with an additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree. Experience: Minimum 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in communications, journalism, marketing, or public relations for development or climate change-related projects and programmes is required. Minimum 2 years’ experience in developing and implementing communication strategies. Required skills: 

Knowledge and experience in communication strategies and its implementation, including: 

Experience in planning, design, and implementation of communication strategies for development projects. Experience with developing communications products and campaigns. Excellent communication, writing, and presentation skills/experience. Experience in graphic design and editing. Experience with social media management. Experience in Adobe Creative package, including InDesign, Illustrator and Photoshop. Desired skills:  Experience working in the LAC region is an advantage.
