HAMAP-Humanitaire is a French international solidarity NGO created more than 20 years ago. The NGO operates in about fifteen countries in the fields of mine action, access to water and sanitation, access to education and health. It focuses its work on the transfer of skills and the strengthening of the capacity of local actors with a view to the sustainability of the projects carried out. HAMAP-Humanitarian's activities in North-East Syria began in 2017, with a first assessment mission before starting to work in capacity building of two Syrian NGOs with two successive projects. In the autumn of 2020, HAMAP-Humanitaire opened its local office in Raqqah to set up its own project that aims to develop awareness-raising activities, non-technical investigations and clearance while ensuring the development of local skills. The new HAMAP project to launched in September aims to specialise demining teams and strengthen risk education activities. Activities are mainly concentrated in the governorate of Raqqah, but also occasionally in the governorate of Aleppo (district of Ain Al-Arab), Al-Hasakah and Deir Ez-Zor. These same areas will be covered by the new project.

As part of the launch of the new NES project, HAMAP-Humanitaire is looking for a Clearance Diver (EOD). Under the supervision of the Director of Operations, the Clearance Diver oversees the local clearance divers’ work under the water and on land.

Specifically, s/he:

  • Accompanies the demining team in training in diving and demining in underwater environments, ensures continuous mentoring of the team formed over the duration of the project.
  • Supports in the planning of operations and areas of intervention of the different teams, in particular operations in underwater environments.
  • Feeds the operational reports of activities with the demining operations he took part in;
  • Oversees the exploration of the waters in scuba diving or snorkeling to detect any explosive device.
  • Oversees the identification of explosives to be neutralized and marks them.
  • Oversees the bringing of explosive ordinance back to the surface and on land.
  • Intervenes in demining operations with non-specialized teams.
  • Oversees the good maintenance of all scuba-diving related gear.
  • Acts as a normal EOD for land operations, including destruction of munitions.
  • In conjunction with the operations team, he ensures compliance with standard operating procedures (SOPs) and provides recommendations for new approaches or modifications, to increase the safety or effectiveness of demining work methods.

Profile

  • Scuba diving specialist.
  • Demonstrate good physical and mental strength.
  • Advanced knowledge of explosive devices (EOD3+ preferred).
  • Great self-control.
  • Adaptation, flexibility and ability to work in a team.
  • Rigor, composure, analytical ability and speed in decisions.
  • Be able to lead a team and an operation while maintaining composure in the face of delicate situations.

Conditions

  • Short-term contract of 6 months (November 2021 to May 2022)
  • Remuneration: 7000 Euros / month
  • Housing in collective accommodation.
  • Rotations: Number to be determined.
