Plan International seeks a dynamic leader and project strategist to fill the role of Chief of Party (COP) for the USAID/Philippines Marawi Response Project to be based in Iligan City, Lanao del Norte, Mindanao, the Philippines.

The Chief of Party provides the overall technical and administrative leadership and expertise and serves as the primary liaison with USAID on management and technical matters. S/he will be responsible for administering and managing the Marawi Response Project implementation of the activity and has the overall responsibility for assuring that all assistance provided is technically sound and appropriate to meet activity objectives. S/he must be responsible for all aspects of coordination and communication, including with the Philippines government, particularly in Mindanao, other donors, universities, the civil society sector, and other potential implementing partners. S/he will supervise the work of all organizations (sub-grantees) and individuals engaged under the activity.

Qualifications:

  • A Master’s degree or higher and 5 years of work experience or work experience of 10 years;
  • Proven leadership qualities and excellent management skills and significant relevant experience in project management and supervising staff;
  • Demonstrated skills in planning, conflict management, post-conflict recovery, livelihoods programs, and budgeting;
  • Experience in implementing similar activities/projects focused on post-conflict recovery, community cohesion, livelihood development, preventing/countering violent extremism, promoting tolerance and working with specific target groups such as youth, women, and girls;
  • Expertise in M&E, in order to provide adequate oversight for implementation of the Monitoring, Evaluation and Learning Plan;
  • Demonstrated capability to oversee sub-grant management;
  • Demonstrated knowledge of Gender programming in post-conflict environments and in countering violent extremism.
  • Demonstrated ability to liaise with government and non-government counterparts;
  • Demonstrated ability to manage, and work within, multi-disciplinary teams of professionals in international environments;
  • Knowledge of the current social-political and economic situation in Mindanao, Marawi, and the Philippines; and
  • Fluency in English (both spoken and written).
