We are currently seeking a qualified candidate for the Chief of Party position for an upcoming Systems Strengthening for One Health (OH) Activity opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.

Project Description

The Systems Strengthening for One Health Activity will strengthen Bangladesh's Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death. The activity will support three key objectives: 1) Strengthen Systems for Multi-Sectoral One Health Governance and Coordination; 2) Strengthen One Health Infectious Disease Surveillance and Laboratory Systems and 3) Reduced Threats of Antimicrobial Resistance.

Position Description

The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project planning and implementation, including program quality, personnel, budgeting and financial management. S/he will ensure close coordination with USAID, One Health secretariat, One Health Partner Ministries, and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project.

Key Responsibilities

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective teamwork.
  • Provides technical and managerial leadership including capacity building to the project.
  • Oversees the development and implementation of program work plans and aligned with Strategic Framework and Action Plan for the Application of a One Health Approach in Bangladesh.
  • Identifies and manages project risks and take corrective action as needed to mitigate those risks.
  • Collaborates with partner organizations (both local and international), local USAID Mission and other USAID/donor-funded projects to achieve the project’s objectives.
  • Ensures that project resources are utilized efficiently and effectively, and that project expenses are within budgetary limits.
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID.
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed period and funding parameters.
  • Ensures compliance with USAID rules and regulations, as well as FHI 360 policies and procedures.
  • Maintains effective communication with project stakeholders, including USAID, government officials, and partner organizations.
  • Establishes annual work plans, project teams, and Standard Operating Procedures (SOPs) to meet project goals and ensure compliance with policies.
  • Monitors project progress and ensure that project deliverables are achieved on time, within budget, and at the required level of quality.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
  • Ensures that project activities are designed and implemented in a way that is sensitive to the needs and perspectives of all stakeholders, with promoting gender and social inclusion within the project. Ensure that project activities are environmentally sustainable and adhere to environmental standards, BSBS plan and best practices.

    Minimum Requirements

    • Bachelor’s degree or its international equivalent in public health, or a related field (Masters, PhD or medical degree preferred).
    • At least 12 years of professional experience in public health, particularly preferably One Health issues in country or in the region; experience in working with key stakeholders in Bangladesh strongly desired.
    • Demonstrated leadership and management skills to implement complex local and international health projects effectively and efficiently.
    • At least 8 years of professional experience in project management and leadership, including experience in managing USAID projects and staff.
    • Proven experience working with government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and decision making.
    • Experience in leading and managing teams to achieve project objectives within budget, timelines, and quality standards.
    • Knowledge and understanding of the One Health approach and its implementation in Bangladesh or similar contexts.
    • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
    • Proven experience with USAID regulations in financial and accounting management per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
    • Demonstrated experience in developing and maintaining relationships with key stakeholders, including government officials, donors, and implementing partners.
    • Experience in designing and implementing monitoring, evaluation, and learning frameworks to measure project progress and impact.
    • Familiarity with the political, social, and economic context of Bangladesh, as well as the health systems and policies.
    • Experience in managing and mitigating project risks and ensuring compliance with ethical standards.
    • Experience in using technology and innovative approaches to improve project implementation and outcomes.
    • Fluency in local language and knowledge of culture context preferred.
    • Excellent oral and written communication skills in English.
    • Proficient computer skills with fluency in Microsoft Office Suite programs.
    • Legally authorized to work in Bangladesh.

      Travel Requirements

      • Up to 25% national and/or international travel.
