Result of ServiceThe CCAC National Coordinator will strengthen the capacity of the Ministry of Environment and Climate Change (MMA) and the Ministry of Agriculture and Livestock (MAPA) to coordinate SLCP activities at country level, facilitating inter-ministerial coordination and stakeholder engagement to advance the design, implementation and monitoring of short-lived climate pollutant mitigation (SLCP) policies and strategies in key sectors such as agriculture, waste, transport, and energy. He/she will support MMA to coordinate technical inputs, data collection and activities with different actors and sectors to guarantee Brazil delivers integrated SLCP mitigation and clean air regulatory frameworks, as well as will support MAPA and MMA efforts to deliver methane roadmaps in waste and agriculture. The consultant will assist the organization of training and awareness activities on the SLCP agenda in Brazil, support engagement of national partners in CCAC initiatives and contribute to Brazil's participation in the coalition. A major aspect of the work will consist of assisting MMA and MAPA to coordinate current and future CCAC projects in Brazil to ensure that the activities and outputs are delivered within timeline, that they align among themselves and with country needs and priorities, and that they effectively contribute to integrating SLCP into Brazilian sectorial policies and climate change policies while benefiting the current update of Brazil Plano Clima and NDC by Brazil, which count with CCAC support. The CCAC supported projects include: AGR-22-001 - Brazil - Integrating methane mitigation into national agriculture strategies. BR-23-001- Brazil - Develop a National Short-lived Climate Pollutant Action Plan BR-23-002 - Brazil - Develop a methane mitigation strategy for urban and agricultural waste sectors. BR-23-003 - Brazil - Reducing methane emissions intensity from the livestock sector. Work LocationBrasilia, Brazil Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil became a CCAC partner in June 2023. It also joined the Global Methane Pledge – of which the CCAC is the Secretariat – in November 2021. The main national focal point is the Ministry of Environment and Climate Change (MMA) in partnership with the Ministry of Agriculture and Livestock (MAPA) for agriculture matters. Brazil has taken significant steps to mitigate climate change and reduce SLCPs through CCAC supported projects. These include an ongoing project in the agriculture sector, and 4 other projects that will start in 2024 in the areas of transport, waste management, livestock and SLCP planning (please check Brazil profile and projects in CCAC website). These projects expect to integrate SLCP in relevant Brazilian policies or programmes, such as the Plan for Adaptation and Low Carbon Emission in Agriculture (Plan ABC+), the National Solid Waste Policy, national Vehicle Inspection Programme, and Clean Air Strategies. They will also contribute to Brazil efforts to formulate a national SCLP action plan and methane roadmaps and the revision of the Brazil Climate Plan and the country National Determined contribution (NDC). The CCAC is seeking a CCAC National SCLP coordinator for Brazil to strengthen the capacity of MMA and MAPA to coordinate SLCP activities in Brazil, including through the delivery of the aforementioned projects, fostering inter-ministerial collaboration and engaging stakeholders at the national level to effectively integrate short-lived climate pollutants into national policy and actions. He/she will work in close coordination with the CCAC SCLP technical consultant (under recruitment). 1) Support provided to MMA and MAPA for inter-ministerial coordination and stakeholder engagement in SLCP mitigation actions. o Facilitate coordination across Ministries and other bodies and sectors responsible for the SLCP agenda to engage in coherent planning of SLCP actions, data collection, to strengthen SLCP mitigation in Brazil. o Support engagement of sub-national governments, and civil society in CCAC partner country 2) Coordination provided across CCAC projects and activities in Brazil. o Support coordination across projects, monitoring their workplans of deliverables and completion as per deadline, liaising with projects’ implementer partners and supporting buy-in of project’s outputs by the government. o Ensure synergies between CCAC projects, as well as with the UNEP/CCAC support to the Climate Plan revision in Brazil. o Support review of project deliverables in coordination with the CCAC technical consultant. 3) SLCP capacity building and awareness raising conducted to national and sub-national actors. o Support planning and organization of CCAC events and SLCP workshops and trainings with Brazil focal points, such as the CCAC Tropical Agriculture Workshop with MAPA, the CCAC Annual Conference and others to be defined in the workplan. o Support delivery of national clean air guidelines with MMA. o Support the participation at technical and high level political SLCP mitigation relevant events, when appropriate, such as delivering agendas (including for G20) in waste and agriculture in connection with methane emission reduction. 4) Coordination enhanced between MMA and MAPA and CCAC Secretariat for joint activities and support to SLCP agenda in Brazil. o Actively participate in coordination calls to ensure communication and alignment of efforts among MMA and MAPA, and with the CCAC Secretariat. o Strong coordination with the CCAC SLCP technical assistant. o When required, facilitate the reporting of Brazil's progress in CCAC activities and projects, providing necessary support to compile and present relevant information. o Support Brazil participation in CCAC initiatives (eg. sectoral hubs and the National Planning Hub), when appropriate. ● Other ad hoc outputs as agreed. Qualifications/special skills● Advanced university degree, master or equivalent, in environmental science, sustainable development, or management, economics, politics, international relations or a similar discipline. ● A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. ● At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. ● Demonstrated ability to provide technical assistance, including through project management and policy development, to governments and other stakeholders is required. ● Demonstrated ability in multi-stakeholder process and stakeholder engagement is required. ● Knowledge of the national policies in climate change mitigation (in particular, agriculture and/or waste sectors)and air pollution of Brazil is required. ● Excellent communication skills (written and oral presentations) are required. ● Knowledge in a SLCP emitting sector, such as agriculture and/or waste, is an asset. ● A good understanding of short-lived climate pollutants, climate change and air pollution issues in Brazil is desirable.
