Result of ServiceThe CCAC National Agriculture Expert for Fiji will be responsible for providing support to the CCAC Focal Point at the Climate Change Division of the Office of the Prime Minister to ensure that activities aimed at the short-lived climate pollutants reduction in the agriculture sector are completed within timeline and in line with Fiji’s needs and priorities. The CCAC National Agriculture Expert will be based at the Climate Change Division of the Office of the Prime Minister on a full-time basis. Work LocationFiji Expected duration12 months Duties and ResponsibilitiesThe UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Small Island Developing States (SIDS) climate change vulnerability comes from their geographic exposure to sea-level rise, warming oceans, and increased storm activity, as well as their economic vulnerability and limited technical capacity to fight climate change. So far only US$ 1,28 billion has been mobilised to support SIDS against climate change, and only 20% of that amount designated for mitigation. The imbalance in responsibility for climate change and its potentially existential threat for SIDS has elevated the need for fast action on climate change as a matter of international climate justice. Fiji has been demonstrating its strong commitment to reduce methane emissions through endorsement of the Global Methane Pledge at COP 26. Agriculture and related emissions reduction stay one of the key priorities within the environmental agenda of the country. Fiji has taken considerable steps in developing national capacity and implementing actions consistent with its national strategies through the “Initiative for “Climate Action Transparency (ICAT Phase 1) Fiji Project to set up sectoral Monitoring, Reporting and Verification (MRV) systems for the agriculture sector” and a proposed project on livestock inventory development with the Australian Centre for International Agricultural Research (ACIAR). The ACIAR project, in year 2023, intends to develop a Tier 2 MRV system for livestock in Fiji; build a pathway to integrate GHG mitigation from livestock into Fiji’s Nationally Determined Contributions (NDCs) to provide a formal foundation for policy; and build Fiji’s capacity to continue to improve the national inventory (as per the Climate Change Act, 2021) and support policy development into the future. Additionally, Fiji is in the process of the NDC revision and aims to include the mitigation actions in the agriculture sector for their 2025 NDC update. The CCAC is therefore seeking a National Agriculture Expert to : 1) strengthen the capacity of the Climate Change Division of the Office of the Prime Minister and the Ministry of Agriculture; 2) support Fiji on its pathway to fulfill the obligations under the GMP; 3) support the accomplishment of the Climate Change Act, 2021 implementation phase for the agriculture greenhouse inventory (2023-2024), Capacity Building Initiative for Transparency (CBIT) project for agriculture sector (2022-2024), ICAT project Phase 2 (2023-2024); 4) support mitigation actions from agriculture sector in next NDC update. The CCAC National Agriculture Expert will sit within the Climate Change Division of the Office of the Prime Minister in Suva, Fiji. S/he will work in close collaboration with the CCAC Secretariat team and Focal Points at the Climate Change Division of the Office of the Prime Minister to coordinate the implementation of the activities aimed at the short-lived climate pollutants reduction in the agriculture sector. The list of the activities consists of but not limited to: - support inclusion of the agriculture sector in next Nationally Determined Contributions (NDCs) update (2025) for Fiji; - support to implementation of the agricultural component of Fiji CBIT project - support to the ACIAR project implementation; - support trainings for data collection in the agriculture sector; -support Capability Building Programme for Fiji's Agriculture Sector. Support other projects under CCAC for Fiji - support developing project proposals in the agriculture sector. Qualifications/special skills-Advanced university degree in agriculture or science or climate change or a related field/equivalent, from a recognized institution is required. - Another degree combined with extensive professional experience in the agriculture sector may be accepted. - At least 2 years of professional experience working in a field relevant to environmental management/science, climate change, or agriculture is required. - Excellent understanding of GHG emissions reduction from agriculture sector is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) is required. A good understanding of short-lived climate pollutants, climate change and air pollution issues in Fiji is desirable. - Ability to work with advanced formulas in Excel spreadsheet is desirable.
