CBI Associate

Organizational Setting and Work Relationships
The CBI (Cash-Based Interventions) Associate is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor and may directly supervise some support staff.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Manage the use, maintenance and technical support of databases used in the cash-based interventions.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.
- Assist in developing and administering UNHCR Regular CBI database.
- Assist in the monthly reconciliation and refund process for the cash assistance project.
- Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees.
- Cross-check databases to ensure that all beneficiaries are active cases.
- Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.
- Maintain relationships with partners to facilitate the flow of information between databases,
- Assist with the training of internal staff and partners on how to use the database,
- Execute best practice in data protection standards and help to positively influence others,
- Troubleshoot issues with the database and work with internal teams to provide technical fixes,
- Inform and act on the reports and messages that are received from various units on different vulnerable cases in respect to financial assistance.
- Support in the co-ordination with different partners and focal points on lists of beneficiaries reflecting situation of cash assistance.
- Undertake missions and field visits to bank service provider to monitor the cash project.
- Represent UNHCR at the cash-assistance related meetings.
- Liaise with internal stakeholders and partners.
- Develop improvements to the database and related workflows.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

ORGANIZATIONAL CONTEXT

UNHCR has been in Ecuador since 2000. The operation in Ecuador is fundamentally driven to deliver protection and solutions to a variety of persons of UNHCR’s concern such as asylum-seekers, refugees, and stateless in partnership and close collaboration with national authorities as well as non-governmental organizations and communities. Particular attention and specific multi-faceted protection and assistance is often provided within short timeframes and at times little resources in a demanding operational environment.

Ecuador is a destination and transit country for persons in need of international protection. Over the past two decades, Ecuador has been hosting more than 70,000 recognized refugees (mainly Colombians) and has become a main destination and transit country for Venezuelan refugees and migrants. Official estimates are that more than 450,000 Venezuelans are today residing in Ecuador.

UNHCR Ecuador works closely with governmental authorities, non-governmental organizations and communities to provide protection and sustainable solutions in the face of the continued arrival of Colombians and Venezuelans in need of international protection. UNHCR aims to design response mechanisms that alleviate the pressure on the host communities, promote self-sufficiency and allow access to solutions such as local integration and resettlement. UNHCR Ecuador is advocated to consolidate a favourable legal protection framework for persons in need of international protection; to continue to invest in strengthening the asylum system; provide emergency assistance and emergency shelter to persons at risk; and to promote local integration strategies such as access to public services and livelihood opportunities, through the prioritization of community support projects and alliances with local governments.

UNHCR Ecuador’s Branch Office in Quito oversees, guides and designs the implementation strategies of UNHCR’s protection response in the country. Implementing effective protection and integration programmes requires a needs-based programme design, efficient implementation and continuous monitoring and evaluation. UNHCR’s Programme Unit supports the operation in framing its protection response around UNHCR’s global strategic priorities, leads the selection of implementing partners and supports performance and impact monitoring of programme results.

UNHCR’s Branch Office in Quito seeks to recruit a cash-based intervention programme professional with the capacity to support programmes to reach their intended impact, and to adjust implementation to emerging challenges. UNHCR seeks an individual committed to humanitarian principles and functionally relevant work experience in areas relevant to UNHCR cash transfer programmes. The candidates should have flexibility/adaptability i.e. analyzing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Team spirit as well as result orientated performance is also required. The candidates should have strong communication skills (written and spoken) principally in Spanish language whereas working level of English language is also required due to frequent communication with colleagues and stakeholders in operation both in the region and outside, including UNHCR Headquarters.
