POSITION OVERVIEW:

PartnersGlobal is hiring a Capture Consultant to support research on civil society in Cambodia, to be undertaken as part of PartnersGlobal’s anticipated role as a prime applicant to the USAID Civil Society Resiliency Activity in Cambodia.

The Consultant’s task will include:

  • Conduct an in-depth civil society analysis based on a thematic framework provided by PartnersGlobal
  • Identify key individuals and organizations to meet during capture and develop and maintain a database of relevant stakeholders in government and civil society;
  • Design key informant interviews (KIIs) and Focus Group Discussions (FGDs) to collect data together with the PartnersGlobal team on the key analytical themes;
  • Set up and hold meetings with key stakeholders in civil society, government, media, and private sector.
  • Set up schedule for stakeholder meetings and visits with PartnersGlobal team members and accompany PartnersGlobal team members to meetings and visits, as necessary.
  • Identify appropriate details regarding logistics, operations, and pricing of operational and programmatic costs.
  • Set up and hold interviews with potential Key Personnel.
  • Liaise with various PartnersGlobal staff.

Key Deliverables:

  • Analysis Report
    • Thematic analysis of civil society based on framework agreed with PartnersGlobal
    • Operational analysis of options for office set up, costing and pricing based on requirements shared by PartnersGlobal’s Finance team.
  • Database of Key Stakeholders
  • Activity Report

Key Qualifications:

The ideal candidate should possess the following qualifications:

  • Advanced degree in law, international development, or related field;
  • Extensive experience implementing programs that strengthen civil society;
  • In-depth knowledge of legislation that is relevant for strengthening civil society.
  • Extensive networks among civil society, government, media, and private sector;
  • Previous experience in implementing projects or engaging in capture for funding opportunities by USAID or other USG agencies.
  • Strong networking and relationship-building skills;
  • Excellent communication and presentation skills, both written and verbal;
  • Ability to work independently and as part of a team, with strong organizational and time management skills;
  • Ability to travel within Cambodia;
  • Fluency in English (oral and written).

Location:

The Consultant will be based in Phnom Penh, Cambodia

Timeline:

PartnersGlobal plans to utilize consultancy services for a maximum of 22 days between 15 April to 15 June 2024.

Travel:

The daily consultancy rates include the local transport fees. If travel is required to a location that requires overnight stay, PartnersGlobal will reimburse these costs based on pre-approval and receipts.

Reporting:

The Consultant will report to PartnersGlobal Co-Executive Director and work closely with various PartnersGlobal staff.
