The International Fund for Agricultural Development (IFAD) is undergoing a comprehensive organizational change aimed at enhancing efficiency, effectiveness, and alignment with its strategic objectives. To support this transformation, IFAD seeks the services of a Senior Organizational Design, Job Profiling, and Job Classification Consultant.

Job Role  

The primary objective of this consultancy is to facilitate and lead the organizational design process, conduct job profiling exercises, and develop a robust job classification system. The Consultant will work closely with IFAD's leadership and Human Resources team to ensure the successful implementation of the organizational change initiatives.

Key Functions and Results  

The Consultant will be responsible for the following key activities:

a. Organizational Design:

Conduct a thorough analysis of IFAD's current organizational structure, identifying strengths, weaknesses, and areas for improvement.

Collaborate with key stakeholders to define the future organizational structure that aligns with IFAD's strategic goals.

Develop implementation plans for the proposed organizational changes, considering phased approaches and potential impact on staff.

b. Job Profiling:

Design and implement a comprehensive job profiling methodology to capture the roles, responsibilities, and competencies required for each position within the organization.

Conduct interviews and workshops with staff to gather relevant information for accurate job profiling.

Ensure that job profiles are aligned with IFAD's strategic objectives and are reflective of industry best practices.

c. Job Classification:

Develop a standardized job classification system that encompasses job families, levels, and clear career progression paths.

Establish criteria for job classification based on factors such as skill requirements, responsibilities, and complexity.

Collaborate with HR to ensure the smooth integration of the job classification system into IFAD's existing HR processes and systems.

Key Performance Indicators  

Deliverables:

The Consultant will be expected to provide the following deliverables:

a. Comprehensive organizational design report with recommendations and implementation plans.

b. Detailed job profiles for key positions within the organization.

c. Job classification framework, including documentation and guidelines for its application.

The consultancy will be expected to be completed within a time to be determined, with periodic progress reports submitted to IFAD's management.

Job Profile Requirements  

The ideal candidate should possess:

Extensive experience in organizational design, job profiling, and job classification. In-depth knowledge of international development organizations or similar entities. Proven track record of successfully implementing organizational change initiatives. Strong analytical, communication, and interpersonal skills.
