The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work. During the 2020-21 biennium, the Centre delivered about 2000 training activities and advisory services for around 130,000 people from over 180 countries.

The position is located in the Organizational Development and Project Services Programme (ODPS).

Within the Centre, the Organizational Development and Project Services programme contributes to the achievement of the Centre’s mission and objectives in line with its Strategic Plan, Programme and Budget and results-based implementation framework.

The mission of ODPS is to improve the governance and management of development cooperation actors and partner institutions, international and local, and training institutions associated with ITCILO. ODPS achieve this by offering a range of institutional capacity building interventions. These include projects, consultancy services, and learning programmes, which encompass certification and training programme online, blended, and in-person. ODPS offerings are tailored for ILO constituents, ILO staff, and development actors engaged in development cooperation, with the goal of enhancing their effectiveness at both individual and organizational levels.

The ODPS programme and expertise is structured around the following three components of learning products and advisory services:

1. A component on programme and project cycle management which includes the main body of training and capacity development services,

2. An organisational development component, which includes institutional capacity development services, solutions for system design and change management, creation of monitoring and evaluation, and data-driven and knowledge management services; and

3. A third component on project management services: the project management hub, which brings together the tasks and experience in the identification, design, implementation and evaluation of projects carried out by the Centre.

The Associate Programme Officer will assist the Programme Manager and ODPS team of professionals in providing training, advisory and learning services for Organisational Development, with a focus on data-driven solutions and knowledge management services.

Under the supervision of the Programme Manager of ODPS and in close collaboration with other ODPS professionals, the Associate Programme Officer is expected to contribute to the design and implementation of training, learning and consultancy assignments related to data driven knowledge management solutions and services targeted i) at individuals, particularly through training delivery, and ii) institutional clients through organisational development advisory services and projects.

The Associate Programme Officer will need to apply conceptual thinking to support individuals and institutional clients

  • in leveraging human capital, existing organizational assets and digital technology for evidence-based management powered by data and knowledge and,
  • in creating vibrant community of practices and knowledge networks.

The Associate Programme Officer will work under the supervision of the Programme Manager within ODPS. The Officer will be requested to perform the following tasks:

  • Support data driven knowledge management services, interventions and consultancies.
  • Carry out continuous market survey on learners’ needs and data-driven innovative knowledge management services, products and applications.
  • Keep an updated list of services and products that have strategic fit with the Centre’s service portfolio and with ODPS mandate.
  • Coordinate pilot tests of new data-driven and knowledge management services, products and courses such as virtual fairs, digital repository/library, community of practice, network facilitation, system mapping, quantitative and qualitative data management and analysis applications, AI-powered chatbots, etc.
  • Monitor the performance of each pilot and report results, draw conclusions and submit recommendations for follow-up action to the Programme Manager.
  • Assist other units in the Training Department to roll out successful pilots and to market these advisory services either as stand-alone products or bundled into projects.
  • Liaise with other data analysts and innovation experts across the ITCILO, in other units of the Centre, and other units of the ILO and other UN agencies on data-driven knowledge management services, to raise awareness about the capabilities of the Centre and to feed information on global good practice back into the Training Department
  • Assist the Programme Manager in any other task related to the development of data & digital innovation services and knowledge management products.

The position requires the associate programme officer to collaborate closely with other experts in ODPS, and with technical experts in other units of the house working on topics like programme and project management, monitoring and evaluation, data analysis and visualisation, digital transformation, change management, technology and innovation.
