Associate Programme CBI Officer

Organizational Setting and Work Relationships
The Associate Programme CBI Officer is an active member of the bureau/field operation/division and is normally supervised by a professional member who manages and oversees the UNHCR cash assistance programmes. The incumbent supports to ensure that operations are compliant with the technical guidance and administrative instructions on CBI, use CBI coherently and strategically and are adequately monitored.

S/he normally receives guidance and direction from the Senior Programme CBI Officer - or Programme CBI Officer - or Programme Officer or other more senior staff. S/he may maintain close links with CBI staff in UNHCR HQ.
Internally the Associate Programme CBI Officer will also liaise with UNCHR field offices and country offices. Externally s/he will liaise with Implementing and Operational Partners, National Governments, line ministries and UN agencies.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support the strategic and coherent use of CBI's in the operations, assisting to ensure that CBI is maximised in assistance and service provision, strongly linking it to CRRF, MYMP and development, including linkages with Social Protection and Financial Inclusion.
- Support the review of and assist in coordinating the final clearance with DFAM of the CBI Standard operating procedures (SOPs) for the operations, with support from more senior staff.
- Support the development of cash assistance programmes and support the senior management to ensure that CBI is fully, effectively integrated into the country operations plan for protection and solutions and Annual Program Planning and COP.
- Assist in ensuring compliance to HALEP and that CBI is included in the preparedness and response planning and be a first responder to new emergencies/ and returns situations to ensure operations are using CBI as a modality, in collaboration with more senior staff.
- Support the effective and coordinated procurement and contracting of Financial Service Providers by procurement/supply and finance.
- Provide technical support on planning and assist in policy making on activities within the area of CBIs as an integral part of UNHCR programmes including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.
- Support and collaborate with sectors to increase the use of CBI in education, shelter, livelihoods and where applicable in health and WASH programmes.
- Support the adequate inter-agency coordination mechanisms on CBIs and assist in building and maintaining strong relations with partners, regional entities and represent UNHCR in CBI coordination, with support from more senior staff.
- Support the establishment of a sound monitoring process for cash assistance, with proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyse CBI's performance. Analyse trends and target interventions including CBI expenditure, upstream and downstream activities.
- Assist in assessing the technical soundness of the operations and generate data for evidence-based decisions.
- Assist in fulfilling CBI related reporting requirements.
- Support the use of UNHCR corporate tools and systems.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position

Repeated cycles of violence and conflict in the Central African Republic (CAR) have had spill over effects in the Democratic Republic of the Congo (DRC) with the two countries sharing a 1,500km border. In 2021, UNHCR biometrically registered 73,645 CAR refugees and asylum-seekers who had fled violence and insecurity following the 2020 presidential election, seeking safety in northern DRC. Small population movements involving people fleeing ongoing disarmament operations by the CAR government and its allies, or inter-ethnic conflicts in some prefectures of CAR causing forced displacements continue to be reported by local authorities.

As of 31 May 2022, about 209,495 CAR refugees have found refuge in the DRC. About 25 per cent of all CAR refugees live in five camps, while 75 per cent are spread across remote and hard-to-reach border villages in the provinces of North Ubangi (114,792), Bas Uele (49,305) and South Ubangi (44,910), while about 400 others are in the capital - Kinshasa and a couple of other provinces.

In 2021, UNHCR and partners began implementing the alternative to camps policy that aligns with the Global Compact on Refugees. This policy seeks to strengthen protection and assistance to refugees as well as support the communities hosting them through a series of activities aimed at improving access to social and economic services. In line with this policy, UNHCR has identified 10 villages in North and South Ubangi provinces to serve as development hubs. Four of these hubs are progressively being operationalized. They are Sidi, Nzakara, Wenze and Modale to which a total of about 16,404 refugees have already been relocated.

The Sub-Office manages one Field Office in Libenge, one Field Office in Yakoma et one Field Unit in Bili with approximatively 80 workforce.

The main purpose of the position as Cash Based Intervention is to strengthen the systematic use of cash based modalities and coordinate the implementation of cash based projects. Build capacity of UNHCR staff and partners on cash based interventions (CBI). Therefore, the incumbent will contribute to design, plan and implement CBI activities supported by the Sub Office Gbadolite. S/he will collaborate with other functional units and the local Multifunctional Teams for CBI in the planning and design of market studies and other assessments related to the country CBI Programme design and implementation. S/he will play a key role in coordination of the CBI activities, contribution to the design and budgeting process of CBI Plan. S/he will perform the above mentioned functions under the direct supervision of the Programme Officer.

Living and Working Conditions

Staff members may either live at UNHCR Guesthouse or in town where limited accommodation may be found. Gbadolite has a population of about some 180,000 inhabitants (latest 2018 data) and is located 25 kilometers south from Mobayi which is a town established at the Ubangi River. The Ubangi is the border with the Central African Republic and Gbadolite is situated at some 1,150 kilometers northeast of Kinshasa. Gbadolite was the ancestral home and residence of Joseph-Desire Mobutu (President of Zaire from 1965 to 1997) but also the area of Bemba. There is electricity thanks to the dam at Mbayi but it happens the electricity supply breaks down for some days or weeks and generator backup is required. The quality of the water is poor and most of the time is not available at night time. Housing opportunities are also very poor and expensive for rather low quality. The climate for most of the year is characterized by humid and hot temperatures while the rainy season brings into surface crawling reptiles and insects. There are very limited medical facilities in Gbadolite that are not equipped to deal with serious medical cases. Evacuation opportunities are limited since there are only 2 flights per week. However, air ambulance evacuation can be organized for life-threatening emergencies during day time. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. Malaria is the most common disease. As a general advice, applicants for the post should be psychologically prepared for the aforementioned context. There is an R&R cycle of 8 weeks and as of January 2022 an a Iqarus presence in the Office to support staff member.

There is one good banking facilities at Gbadolite and good network from the office, PAMA and Wifi.
