Associate Field Security Officer

Organizational Setting and Work Relationships
The Associate Field Security Officer manages and supports all activities pertaining to staff security and security for persons of concern.
The incumbent is supervised by a Senior Officer who defines the objectives and provides general guidance. The incumbent contacts are predominant with other UN agencies, implementing partners and Government departments on relevant subject matters at the working level.
The duty of the incumbent is to support, develop plans and monitor the management of security issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.
- Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners.
- Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
- Advise on and assist in ensuring compliance with standards established through the Security Risk Management process.
- Assist in the development of plans for evacuation, medical evacuation and other contingencies.
- In cooperation with UNHCR senior staff members, assist in ensuring that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.
- Participate programme activities to advise on programme criticality.
- As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern.
- Develop and maintain relationships with security-related actors, including host government law enforcement authorities and partner agencies.
- Maintain cooperation with staff of the UN Department of Safety and Security (UNDSS).
- Cooperate in security assessments and planning and supporting interagency processes.
- Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.
- Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.
- Conduct rehearsals and practical exercises to ensure that staff are familiar with contingency plans and can implement them confidently in an emergency.
- Prepare periodic reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and, as appropriate, FSS.
- Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required in consultation with the staff member's supervisor.
- Undertake other security-related functions or responsibilities.
- Provide security-related advice, in written and oral form, to the manager and other staff.
- Advise on, and upon approval, implement, needed mitigating measures.
- Participate in criticality assessments.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile This position will directly report to the Field Security Officer and will serve as an OiC of the unit during his/her absence, with a direct reporting line to the Head of Sub Office. This is one of the senior national positions in Kakuma. The incumbent needs to directly interact with various interlocutors including but not limited to local government authorities, DRS, county government and police, UNDSS, other UN security entities, implementing partners and persons of concern. On several occasions the incumbent needs to coordinate with embassies and international development agencies. Below are some major desired qualities we are looking in a desired candidate:
• Security Risk Assessments: has knowledge and experience on conducting UN security risk assessments.
• Security Report- has knowledge of the country's security situation and understands security and political dynamics of the region and is able to produce analytical security reports.

Nature of Position

Kakuma Refugee camp was established in 1992, while Kalobeyei integrated settlement was established in 2016. Currently, the overall population stands at around 278,370 with more than 210,000 living in Kakuma and the remainder in Kalobeyei, encompassing more than 19 nationalities including South Sudanese, Somalis, Congolese, Burundian and Ugandan.

The major security stakeholders in Kakuma are the governmental authorities (Deputy County Commissioner), the National Police Service (NPS) and the Department of Refugee Services (DRS); the Community Peace and Protection Teams (CPPTs); host and refugee community leaders; the UN Area Security Coordinator (ASC) (now UNHCR Head of Sub Office is the ASC) and the Area Security Management Team (ASMT). There are also 6 UN agencies, around 35 I/NGO Implementing Partners and a number of other Operational Partners.

As Kakuma is essentially a refugee operation, UNHCR has the largest footprint including in security management, and many consider UNHCR as the primary responder for security matters. Field Security Unit (FSU) is composed of one international Field Security Officer (FSO) and three national staff.

This position is an integral part of the team and will be expected to cover for the international staff member during absences on R&R, leave and missions. It also supervises and covers for the two national staff. Key requirements include:

- Oversight of the Security Partnership Project (SPP) implementation.

- Proven ability to think creatively when juggling multiple high priority tasks/projects.
- Analysis and assessment of security risks and developing socio and political trends in order to support senior managers to make informed decisions on mitigation measures. Proactive approach to ensuring mitigation measures remain appropriate for the security context.

- Establishing effective working relationships with all stakeholders (both security and non-security) to ensure security support in a complex environment.

Living and Working Conditions

\"Kenya is a country that enjoys social stability resulting from the smooth functioning of state institutions with a good level of infrastructure (e.g., roads, distribution of water, electricity, etc.) and a popular tourist destination. The current UN Security Level in the capital and in SRM Area 1A: Northern Rift Valley (Kakuma, Lodwar) is Moderate -3. All UN personnel must comply with UNDSS security procedures and recommendations during their assignment to Kakuma. Kakuma is a non-family duty station with a hardship classified- E. Its living conditions are difficult, but the social climate is calm. The weather is hot, dry and sunny. Windy storms are common in December and more pronounced in January till March. Staff live in UNHCR-provided accommodation; the facilities are generally of acceptable condition. The incumbent will be briefed on conditions of accommodations, laundry, meals, communications, air and road transports, recreations and other relevant information. However, staff members are charged a rental fee predetermined by the organization paid upfront monthly. There are limited banking facilities at Kakuma with two banks (Equity & Kenya Commercial Bank) having branches locally. You can withdraw cash from automatic teller machines (ATM) found in all banks in Kakuma. Internet and communications networks are available at the compound with fairly speed. The mobile telephone remains stable with 3G network. Climatic conditions are relatively harsh, and despite fumigation of the compound, insects and even snakes are present in the environment on seasonal climate changes. UNHCR has established a satellite level 1 JMS medical clinic in the compound in 2020 following COVID-19 situation readily available 24/7 hours; there is also Kakuma Mission Hospital where a doctor/Surgeon is deployed and paid for by UNHCR to provide assistance to refugees, but special arrangements can be made during emergencies for staff members. There are also some pharmacies within Kakuma with basic medical facilities. Evacuation opportunities are limited. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. The yellow fever vaccine is compulsory and vaccination cards should be updated. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs\".
