Organizational
Under the overall guidance and supervision of the Chief Security Adviser (CSA) through Deputy Chief Security Adviser (DCSA), Field Security Coordinator Officer (FSCO)/ UNCAF Safety and Security officer overseas the implementation of security procedures and all matters relating to the management of safety and security for UN personnel, Assets and Operations accommodated in the UN Common Accommodation Facility (UNCAF).
The incumbent will be required to undertake administrative functions within his/her duties.
Job Purpose
1. Security Assessment and Risk Management:
Assist in identifying potential security threats and vulnerabilities at the UNCAF facility. Contribute to security risk assessments, considering historical data and potential incidents. Participate in developing and implementing security measures as directed by the Chief Security Advisor (CSA) or designated supervisor. Support the design of access control systems to enhance security at UNCAF.2. Security Team Oversight and Daily Operations:
Collaborate with the local private security team deployed at UNCAF. Conduct regular assessments of the security team's performance to ensure adherence to UN standards. Monitor daily security operations, including security guard performance, patrols, and security device functionality. Respond to security emergencies, fire alarms, and other incidents as required. Coordinate with security company supervisors for updates and address any concerns. Ensure compliance with UN policies and regulations during security operations.3. Security Protocols and Training:
Assist in developing and updating Standard Operating Procedures (SOPs) and Emergency Security Plans for UNCAF. Contribute to the delivery of access control and personal safety training programs for UNCAF residents and security personnel. Deliver induction training to new UN staff and delegations on UNCAF security procedures.4. Emergency Preparedness and Response:
Maintain awareness of internal resources and evacuation procedures for UNCAF residents. Assist in identifying and coordinating external resources for emergency situations. Facilitate effective communication during emergencies with the Radio Room, UN staff, and security personnel. Be familiar with the location of emergency supplies within UNCAF5. Equipment Management:
Maintain an inventory of UNDSS equipment assigned to UNCAF. Ensure the proper use and maintenance of UNDSS equipment. Report damaged or malfunctioning equipment promptly for repair or replacement. Conduct and participate in equipment handover procedures.6. Security Incident Management:
Participate in the response to security incidents at UNCAF as directed by the supervisor. Assist with reporting security incidents, following established protocol7. Review and Revision of Security Measures:
Participate in reviewing and revising existing security arrangements at UNCAF, including access control, perimeter security, patrolling, and incident response procedures. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.8. Supervisory/Managerial Responsibilities:
