Terms of Reference1. General Background

UNHCR, the UN Refugee Agency, leads the international action to protect people forced to flee because of conflict and persecution. As part of its mandate, UNHCR supports decision makers involved in the refugee status determination process by gathering, categorizing, and distributing relevant legal and policy information – as well as thematic reports and Country of Origin Information (COI) – through dedicated web platforms in several languages. Currently available in three languages (English, Spanish, and Russian), Refworld (UNHCR’s Global Law and Policy Database) is the Agency’s most representative web platform of that kind, offering to decision makers, scholars, researchers, and the concerned public a wide collection of documents, policies, positions and guidelines, reports, legislation, and case law related to refugees, statelessness, and forced displacement issues. The Spanish language Refworld website is managed, maintained, and updated by the External Communication Unit of UNHCR’s Regional Bureau for the Americas and Caribbean (RBAC), based in Panama City.

2. Purpose and Scope of Assignment

Refworld is the global leading platform to support decision making and research on issues related to refugee status determination, statelessness, and forced displacement. Refworld documental database includes a wide collection of legal and technical documents issued by reliable official publishers, such as UN bodies, governments, international and regional organizations and fora, authoritative NGOs and civil society organizations, and other relevant sources. Documents include official policies and guidelines, covenants, treaties, declarations and other international law instruments, national legislation and jurisprudence, UNHCR’s positions and recommendations, resolutions, decisions, reports, and other relevant documents and publications related to global displacement. The Spanish language Refworld also includes COI documents, with an emphasis on forced displacement in the Americas.

The individual contractor will be responsible for the timely and ongoing maintenance and updating of the Spanish language Refworld website (www.refworld.org.es). The incumbent will select, categorize, curate, and publish relevant documents to the Spanish language Refworld website and maintain the pertinent internal documents back-up up to date. The incumbent will also prepare extracts and summaries of key legal documents, as needed. The selected candidate will operate the website’s Content Management System (CMS) to categorize and publish documents according to UNHCR standard operating procedures and relevant practices. Furthermore, the incumbent may also be required to translate and proofread/edit legal translations (English to Spanish).

3. Monitoring and Progress Controls

Monitoring and progress control will be performed by RBAC External Communications Unit, to which the incumbent will report. The assignment’s expected output will be the timely and relevant management and updating of UNHCR’s Spanish language Refworld website, and related platforms, such as the internal back-up. Key performance indicators will include web analytics, as well as periodic reports on the type and number of documents which have been selected and published on the Spanish language Refworld website.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

- University education with an emphasis in law, international law, international refugee law, human rights law, international humanitarian law, political science, social science, international relations, and related fields.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

- For IICA-1 (P1/NOA equivalent) - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree.

c. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

- Proficiency in Spanish and knowledge of English - Required.
- Experience with legal research in topics related to international Human Rights law, international refugee law and national legislation - Required.
- Experience in the management of digital documents and documents data bases, including categorization and organization - Required.
- Experience in web publishing and operating a Content Management System, CMS - Required.
- Excellent computer skills and knowledge of MS office applications (texts and presentations) - Required.
- Strong writing skills in Spanish, and translation and proofreading/editing skills from English to Spanish - Desired.
