Assistant Operations Data Management Officer

Organizational Setting and Work Relationships
The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities.
- Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.
- Keep data up-to-date, secure and accurate.
- Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.
- Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.
- May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems.
- Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements.
- May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Authorize updates and amendments of ProGres data and the ProGres SOP.
- Design operational reports, statistics, and other relevant data collection forms.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile The incumbent demonstrates extensive experience and understanding of database systems, specifically data management, building reports and queries in SQL, Fetch XML and Microsoft Power BI. Prior experience with UNHCR’s corporate PRIMES application for at least two years, particularly managing proGres, BIMS, RApp and/or the GDT, is essential. Experience managing a team and functional knowledge of the UNHCR Data Protection Framework is desirable.

Nature of Position:

The Assistant Operational Data Management Officer reports to the Operational Data Management Officer under the overall supervision of the Senior Registration and Identity Management Officer. S/he is an integral part of the Registration and Identity Management Unit within the Protection Section in Cox's Bazar. The position is based in Cox’s Bazar and assists in registration and identity management activities on Bhasan Char Island, including undertaking missions there when required.

The incumbent supports the office in maintaining a suite of Population Registration and Identity Management Ecosystem (PRIMES) applications and databases containing sensitive personal data of refugees. The PRIMES tools include proGres, Biometrics Identity Management System (BIMS), Rapid Application (RApp), Global Distribution Tool (GDT), Access Management Portal (AMP), CashAssist and other corporate and locally developed applications such as the File Management System (FMS). In particular, s/he ensures the availability of proGres, RApp, BIMS and GDT in all continuous registration and distribution sites, the accessibility of proGres and RApp online to the Government, especially to the Refugee Relief and Repatriation Commissioner (RRRC) office and thirty-four Camps in Charge (CiCs) and the deployment of GDT, CashAssist and proGres to implementing and operational partners in Cox’s Bazar and Bhasan Char. S/he is responsible for user access to PRIMES on a strictly need-to-know basis.

The incumbent supports the building of reporting, documentation and other templates and forms and maps protection case management and referral processes and activities in PRIMES. S/he oversees the generation and analysis of population statistics and protection, solutions, and assistance data. S/he regularly monitors the quality of data in PRIMES, ensuring that inconsistencies are identified and resolved, and coordinates closely with relevant units in providing training and developing capacities to use PRIMES applications and functionalities effectively. The incumbent supports the development and deployment of tools to support the alignment and interoperability between PRIMES and partners tools, including WFP’s SCOPE. S/he regularly consults and works closely with internal UNHCR Protection, Field, Public Health, and ICT units and maintains technical contact with HQ PRIMES Support and the Regional Bureau Asia and the Pacific for support. S/he regularly engages other UN and NGOs working in the Rohingya Response in Bangladesh.

Living and Working Conditions:

Cox's Bazar is a category D family duty station. Educational facilities are limited, and international schools from primary to secondary school are currently available in Dhaka only. Health services are also limited but are somewhat acceptable in Dhaka. Excellent medical care is accessible in Bangkok. Malaria and dengue risks exist throughout the year. Vaccination against Japanese Encephalitis and diphtheria are required.

Cox's Bazar is a principle tourist destination for Bangladeshis, with a long beach stretching over 120km to the tip of the peninsula, with several good quality hotels and restaurants. Leisure and recreational facilities generally focus on beach activities (surfing, jet ski, etc.) and hotel-based activities (swimming pools, gyms, restaurants). Infrastructure and shopping options in Cox's Bazar - a small city of just 250,000 persons - are limited, however.

Cox's Bazar is a relatively comfortable duty station, but the workload in the emergency operation is heavy, with staff regularly working long hours and often under stressful conditions. There are several domestic flights from/to Dhaka daily during daylight hours. Banks/ATM machines are available in Cox's Bazar and credit/debit cards are accepted. Foreign currency can be exchanged in banks and exchange houses.

Staff with small children are advised to contact the office for more information, as while Cox's Bazaar is a family duty station, educational and medical facilities are not adequate for small children and there are no international schooling facilities at all (only in Dhaka).

The security level system in Bangladesh is level 3 moderate. Although security is generally acceptable, given the current situation in the area, no movement on highways at night is allowed. Walking and jogging in the streets as earmarked is permitted. Crowded local markets should be avoided.
