Standard Job DescriptionAssistant Field Officer Organizational Setting and Work Relationships The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners. - Promote and monitor the implementation of assistance projects. - Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern. - In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR. - Keep track of cases of detention; register applicants for voluntary repatriation and family reunion. - Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports. - Submit recommendation for protection interventions to the designated officer. - Negotiate with local authority counterparts, partners and populations of concern. - Perform other related duties as required. - The desired candidate should have awareness of the geographical and socio-political environment of the Northeast and strong negotiation skills.

- Good knowledge and experience in Durable Solutions is required for the position

- Knowledge of the Hausa or Fulfulde languages are desirable

- Desirable candidate should be willing to work long hours and ready to frequently travel to deep field locations.

The candidate should have strong communication and presentation skills such as MS PowerPoint and Excel.

Operational context

Occupational Safety and Health Considerations:

Road safety remains a concern in Yola and other parts of Adamawa state. Frequent road traffic accidents are recorded across the state. Diseases such as Malaria, Cholera etc. are prevalent in Yola and other areas.

COVID-19 (coronavirus); restrictions are no longer enforced.

Travelers should ensure that they have a valid C-19 Vaccination and Yellow fever immunization Cards, as this may be requested upon arrival. There are few UN-approved hospitals in Yola. For further details on occupational safety, staff members are encouraged to contact OHS Focal Persons.

The security threat level for Adamawa which is part of North East Central SRM Area is graded as Level-3 Medium. Two LGAs of Adamawa i.e., Michika and Madagali have residual risk level HIGH. The entire state of Adamawa including Yola experience high level of criminal activities. These include Street Crimes, Abduction/Kidnapping, house break-ins etc. Incidents related to armed conflicts and terrorism are also reported from different parts of Adamawa from time to time. However, overall security situation remains relatively stable.

Most of the roads in Adamawa are categorized as Green, which means travel by UNSMS personnel on these roads possible without armed escort or other enhanced security measures. Though, it is advisable that, staff should constantly remain aware and maintain high level of situational awareness.

Gender-based violence and offences related with LGBTIQ+ are also reported sometimes.

All staff are advised to receive on arrival security briefing and adhere to all security risk management measures as applicable for the duty station.

BSAFE & SSAFE trainings are mandatory for deployment in Yola. Regular security awareness training, fire safety training and drills are organized in Yola by UNHCR security unit and UNDSS.

Hazard:

Due to the poor state of roads and reckless driving by road users across Adamawa state, road traffic accidents are being reported severally. Other causes of hazards such as flooding results in diseases such as Cholera and Yellow fever during the rainy season.

There is an airport with regular flights to Abuja, Lagos and Maiduguri. By air, Yola is approximately 1 hour travel from Abuja and 45 minutes from Maiduguri. Yola is connected with Abuja by commercial flights. Whereas UNHAS (UN flights) fly three times in a week to Yola from Maiduguri and Abuja.

Travel to Mubi, Michika and Madagali LGAs is by road.

All the International and National staff stay in private houses in Yola town. It is recommended that staff residences should have basic minimum residential security measures.

Nature of Position:

The Assistant Field Officer is a member of the Field Operations Unit at the Field Office in Yola, Adamawa state and reports to the Head of Field Office. Under the overall direction of the Head of Sub Office, Maiduguri, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Assistant Field Officer works directly with communities of Forcibly displaced persons to identify the risks they face and to leverage their capacities to protect themselves, their families and communities.

The Assistant Field Officer will assess the needs of Forcibly displaced persons in the AoR and formulate project submissions in collaboration with State, district authorities and implementing partners. The incumbent will promote and monitor the implementation of assistance projects; report regularly on rate of flow of new arrivals from Cameroon and estimate expected influx based on interviews with Displaced persons.

The Assistant Field Officer in co-ordination with implementing partners, assist with the reception, registration and provision of assistance to Forcibly Displaced persons including IDPs and Refugee Returnees.

The incumbent will support durable solutions efforts; assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports. The incumbent will be a member of the Multi-Functional Team. She/He will submit recommendation for protection interventions to the Head of Field Office, Yola and negotiate with local authority counterparts, partners and Forcibly Displaced persons.

The incumbent will prepare and plan for donor visits and high-level missions to UNHCR Yola.

Living and Working Conditions:

Yola has a tropical savanna climate that boarders on a hot semi – arid climate (Aw bordering on BSh according to the Köppen climate classification) with a dry season and a wetter season. The temperature is warm year – round, with August and September having the lowest average high at 31.3 °C (88.3 °F) and December having the lowest average at 16.9°C (62.4°F). March has as the highest average high of 42.8°C (109.0°F), while April has the highest average low at 27.0 °C (80.6 °F). The highest temperatures occur in March and April, just before the wet season starts.
