Purpose of Job

The Analyst- Economist is a member of the Sector Reforms (SIG) team in CGPA, which is responsible for supporting EBRD’s activities to advance sector reforms in the Sustainable Infrastructure Group (SIG) sectors, including transaction-linked and stand-alone policy dialogue, ensuring the transitioning towards competitive, resilient, well-governed and integrated energy and infrastructure sectors in our CoOs.

As such, the role entails design and delivery of policy advice and engagement activities (primarily in Central Asia), working with SIG banking team in the structuring of SIG projects with policy components, leveraging sovereign and sub-sovereign transactions to improve policies and functioning of state-owned and private infrastructure operators, as well as to drive relevant sector reforms at the national and municipal levels (e.g. tariff reform, unbundling, regional connectivity).

The role will also support crosscutting team initiatives, such as the new SOEs Management Assistance Reform and Transformation (SMART) Programme and sustainable infrastructure sector diagnostic studies. The role entails collaboration with economists in the Impact / Partnership pillar to raise the TI ambition of projects as needed, and working with other policy specialist teams, including the Legal Transition Team (LTT), as well as other international development partners on delivery. The role reports to one of the Principal Economists of the Sector Reforms Team and matrix report to relevant Director or Associate Director, Head of Office

Accountabilities and Responsibilities

Provide overall portfolio management support to the delivery of SOEs Management Assistance Reform and Transformation (SMART) Programme.

Working with the Principal Economist to manage policy dialogue with relevant stakeholders to promote energy and infrastructure sector reforms with a view to developing long-term relationships and becoming a trusted adviser – including on topics such as reforms of state-owned enterprises-SOEs (national and municipal levels), sector unbundling and liberalisation, private sector participation, market design, tariff reforms, regional connectivity / integration, setting up and providing capacity building for regulators etc; Contribute to country and relevant sector strategies and country diagnostics discussed by the EBRD’s Board of Directors and relevant sub-committees to deliver results in the form of evidence-based improvements; Ensure coordination with other PSD pillars, OGC/LTT and SIG banking departments to enhance efficiency and effectiveness of policy delivery; and with CSD in the implementation of policy dialogue with both green and ex-green components; coordinating joint initiatives, including country strategy missions (with all relevant stakeholders); Design, develop, manage and coordinate TC projects with internal and external counterparts to support reforms or specific transactions; Monitor the performance of TC projects and work with the Impact pillar to ensure adequate ambition;

Transaction design and support:

Proactively work with the SIG banking team towards transactional opportunities, including to ensure that relevant transactions are aligned with relevant policy recommendations; Provide input into the design of relevant SIG projects with policy components, working with the Impact pillar to enhance the transition impact (TI) ambition as appropriate; Work with SIG banking team and clients to ensure policy-related benchmarks are met in order to facilitate disbursement; Support the structuring of transactions requiring blended / concessional finance, ensuring alignment with the Bank’s Blended and Concessional Finance methodology; Work with the Partnership pillar to mobilize donor funding to support transactional and non-transactional TCs. Working within the RO to support the Bank’s priorities and objectives in Central Asia.

Research and analytical work:

Contribute to the production of high quality analytical reports and policy notes that adequately analyse/reflect energy / infrastructure development issues with particular emphasis on the areas of their team’s expertise, including relevant sector strategies as appropriate; Actively contribute to disseminate the knowledge relevant to the SIG sector acquired in the relevant policy engagements.

Knowledge, Skills, Experience & Qualifications

Demonstrated knowledge of at least one of the infrastructure sectors and willingness to work on others: municipal sectors (district heating, water, public transportation), transport and energy; Experience working in sustainable infrastructure sectors and on sector reforms of SOEs; A postgraduate degree in economics or related field from a leading university; Post-graduate professional/work experience, gained for example through employment in an international organisation, relevant financial or governmental institution, consultancy/company, think tank or academia; Demonstrated ability to apply economic and policy analysis to operational strategy and economic policy making and to conduct policy dialogue with senior officials; Excellent in communicating results to non-economist decision makers at a senior level; Excellent interpersonal skills; Proven analytical and quantitative skills, including data-driven work; Strong client-facing skills; Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues; Excellent written and oral communication skills in English at the standard required for a professional publication, official documents and official representation; Familiarity with the EBRD region of operations and work or study experience in the region is an advantage; Knowledge of one or more languages of the region is an advantage.
