As part of the South Asia Region (SAR), the Pakistan Country Management Unit (CMU) is responsible for overseeing the World Bank's program in Pakistan. CMU is led by the Country Director for Pakistan, supported by the Operations Manager (OM) and the Operations team in Islamabad and the Country Program Coordinator (CPC) and team in Washington DC.  In addition, there are four Program Leaders in the CMU who provide direction and support to all of the Global Practices (GPs).  Within the office, much of the logistics (fleet management, conference and workshops, catering and cafeteria management, visiting mission support, support to international staff) and facilities management are grouped under the Business Facilitation Center (BFC) which is under the leadership of the BFC manager (who also reports to the Operations Manager).  The Analyst will be part of the CMU’s BFC team and will provide operational support to lead in some of the core business areas of BFC to further innovate and strengthen its role. Based in the World Bank office in Islamabad, the Analyst will report to the Operations Manager (OM) and will be under the general guidance of the BFC manager. 
 
The World Bank's Pakistan CMU, based in the Islamabad Country Office, is responsible for overseeing a program providing US$1-2 billion per year to the Government of Pakistan, and mobilizing a modest amount of grant resources. This program includes financing a wide range of operations and direct Advisory Services and Analytics (ASA) for sensitive policy advice, small and large infrastructure operations, and services in a wide range of areas (health, social protection, education, finance, energy, digital, mobility, water and sanitation, solid waste management, urban, agriculture, disaster risk management, environment, domestic revenue mobilization, public financial management, trade, poverty reduction, governance, etc.). The Office has about 120 staff, including about 24 IRS staff (some with families), and hosts many visiting missions, the International Finance Corporations offices (Islamabad and Karachi), as well as staff temporarily relocated from the World Bank’s Kabul office. The Country Management Unit within this manages the overall portfolio and strategy of the program.  The role of BFC has expanded after Islamabad is being declared as family post in 2019 and with the temporary relocation of Afghanistan office to Islamabad. 

The Pakistan CMU is looking for a high performing, energetic member of its BFC team whose responsibilities will include:

1.Provide support to the BFC manager with oversight and accountability for all BFC related services. This includes developing medium term plans to manage and improve service in each of these areas with a view to provide excellent and conducive facilities and managing outsourced workers involved in these areas.  As needed, the Analyst will act for the BFC manager. 

2.Provide support, leadership and guidance to the entire suite of BFC services and clients.  

3.Support the BFC manager to prepare and monitor budget plans and execution, ensure procurement of goods and services related to the World Bank Pakistan Country Office comply with requirements.  This includes support for contract management, facilities management and other facilities related activities, relevant IRS expatriate support, building O&M contracts, 3rd party vendor contracts, vehicles rental contract and others. 

4.Provide support to World Bank Group missions and staff visits through involvement in the preparation, coordination, planning and logistics of visits. Also assist where necessary in gathering information, obtaining required clearances, visas and mission/visit follow-up.

5.Support continuous development of the World Bank Group Campus to exemplify corporate commitments on green development, an inclusive and respectful workplace, a healthy workplace, and digital innovation.

6.Work closely with the Security Officers so that security concerns are taken into account in logistical arrangements, country clearances and VMU portal.

7.Ensure smooth operations, including ways of tracking and strengthening performance and response times.

8.Coordinate regularly with Facilities and IT to ensure good coordination across services, for example to ensure good IT functions in conferences and vehicles.

Selection Criteria

• Master’s degree in relevant field.

• Minimum 2 years minimum experience working with a reputable national or an international development agency. 

• Experience working with or for the WBG, coupled with a good knowledge and application of WBG organizations, systems and procedures.

• Experience, exposure to / understanding of the Government systems will be preferred.

• Strong spoken and written communications skills in English including the ability to speak and write persuasively and present ideas clearly and concisely. 

• Demonstrated initiative, and drive for results including ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.

• Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary team.

• High degree of motivation, initiative, flexibility, reliability, and responsiveness to changing demands; capacity for effective multitasking, with demonstrated ability of being an independent starter with minimal supervision, and a high capacity to persevere for results. 

• Strong research and analytical capabilities: ability to think strategically and rapidly analyse, interpret diverse information from varied sources into clear and concise conclusions and recommendations.

• Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary team.
