The Position

the Health Advisor, Global Fund Unit (GFU) plays an important role in guiding, strengthening and supporting Plan Canada and Plan International’s global health capacity and expertise especially in HIV, Tuberculosis and Malaria.

The Health Advisor role consists of providing technical advice and capacity building to Plan International’s Country Offices and other implementing partners; strengthening strategic partnership with stakeholders and quality assurance of health programs; ensuring qualitative implementation of the assigned health projects; supporting alignment of the Global Fund portfolio to the gender transformative approach of the organization; supporting health related project proposal development; undertaking policy, research and networking work. In addition, this role require expertise in procurement and supply chain management (PSM), including working with Plan International Country Offices and other partners on health commodities, supporting global health procurement, design of storage and distribution systems, and other PSM support functions and systems.

The Health Advisor will work with a range of individuals and teams within Plan Canada, Plan International’s Country Offices and the global organization, to develop systems, tools and processes to build Plan’s capacities.

We are looking for a candidate that can bring a strategic approach to new business development, provision of timely technical assistance, strengthening strategic partnership with stakeholders and quality assurance of health and nutrition programs; someone who is mission driven, able to work in a matrix and fast paced environment and deliver results. Our successful candidate will be experienced in development of concept note and project proposal, write, review, edit and/or polish project implementation plans, reports and research results; design/update monitoring and supportive supervision tools and other relevant documents and provide technical assistance to country offices and implementing partners. What success looks like?

  • Provide best in class technical support to program teams in Plan Canada, in Plan International Country Offices, and Plan’s external partners throughout the project management cycle- from concept note development, start- up workshop, implementation including project strategy, project performance framework, work planning, donor reporting and evaluation.
  • Support complex processes related to procurement and supply chain management of health products, with Plan International Country Offices, or with Ministries of Health
  • Design/update monitoring and supportive supervision tools; training materials and other relevant documents.
  • Support the development of strong project strategies to further achieve reductions in TB, malaria and HIV at scale, increasing gender equity and with lasting impact.
  • Identify and contribute to knowledge management initiatives including research, presentations of project findings, conference abstracts and sessions fostering internal learning, sharing and cross-learning with other internal teams and external stakeholders.
  • Contribute in visibility & engagement of Plans’ work in international development and health forums & networks in Canada and abroad.
  • Develop positive relationships with Plan field offices, donors and other partners to enable the Global Fund Unit to manage and grow the projects portfolio and improve impact, especially for women and girls.

    As our ideal candidate you will have:

    • Successfully provided health technical support to remotely implemented projects related to HIV, Malaria or TB ideally with direct experience with The Global Fund to Fight AIDS, Tuberculosis and Malaria.
    • Proven experience developing concept notes and project proposals; project technical health materials, reports and research results; providing technical health assistance to country offices and implementing partners.
    • Fluency in English and at least functional French.
    • Post-graduate degree in health or other relevant discipline with professional experience in health programming including international field experience.
    • Established /maintained strong connections to relevant health and disease specific networks, communities of practice, in Canada and overseas.
    • Successfully led knowledge management initiatives, including publications, conference presentations, and institutional learning.
    • Experience related to health product-related procurement methods, supplier selection methodology, financial sustainability, and a capacity to assess readiness for PSM-related activities.
    • Experience in the distribution cycle, design of distribution systems, good storage practices, resource and cost analysis, and working to collaborate in diverse partnerships for private sector options.
