This position is located in the Audit Response and Boards of Inquiry Section, Office of the Under-Secretary-General, Department of Operational Support. The Administrative Officer reports directly to the Chief, Audit Response and Boards of Inquiry. Responsibilities

Under the general supervision of the Chief, Audit Response and Boards of Inquiry Section, the Administrative Officer performs the following duties:

• Supervises the Boards of inquiry (BOI) Unit by identifying and prioritizing tasks to be undertaken by the unit, including reviewing Board findings; conducting statistical data analysis of all incidents in the field missions regarding the deaths or serious injuries of UN personnel members; identifying trends of such incidents; and providing strategic guidance on BOI findings and recommendations to missions and senior management of DPO/DOS.

• Monitors the implementation of BOI recommendations; developing best practices and disseminating lesson learned; advising senior management on all BOI related matters; and providing training and guidance to staff on Unit objectives, rules and regulations, policies and procedures.

• Coordinates the preparation and implementation of the annual work plan of the BOI Unit to ensure work priorities and objectives are met, taking into account the most effective use of resources; supervises staff member and evaluates staff performance.

• Acts as the primary point of contact on all matters relating to boards of inquiry and advises senior management of DPO/DOS and field missions on procedural and policy matters regarding BOIs.

• Maintains a roster of personnel to facilitate the selection of members with relevant competencies to serve on the UNHQ BOIs convened by the USGs DPO/DOS; prepares convening orders arid terms of reference for the USGs' approval; and serves as Secretary to these BOIs.

• Provides advice to focal points in UNHQ and the field missions on the BOI Policy Directive and Standard Operating Procedure as well as the United Nations administrative and financial regulations and rules as they relate to BOI proceedings.

• Identifies systematic and repeated findings, drawing: lessons learned and develops guidelines for the conduct of mission self-assessment reviews of their internal control framework and ensures that appropriate actions are taken to implement the recommendations of the BOI.

• Identifies and proposes policy reviews to improve management practices ensuring that corrective actions are taken to modify or improve internal control procedures or work processes by conducting proactive reviews of the implementation of recommendations.

• Serves as a repository custodian of all BOI reports; supervises the update of the BOI Tracker database to ensure effective monitoring of the implementation of BOI recommendations. Competencies

Education

Advanced university degree (Master's degree or equivalent degree) in Law, Public or Business Administration or Social Science. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of seven years of progressively responsible experience in public or business administration, finance, law or related field is required.

• Experience working in support of a field operation(inclusive of peacekeeping operations, special political missions, agencies, funds and programs), or other similar international organizations is desirable.

• Experience in the application of Boards of Inquiry procedures within the United Nations or other similar international organizations is desirable.

• At least of one year of experience in peacekeeping operations within the United Nations or other similar international organizations is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. Assessment

• This temporary job opening may be limited to \"internal candidates,\" who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further \"stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…\" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.• The expression \"Internal candidates\", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
