Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’sAgenda 2063: The Africa We Want. With more than 200 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 35 member states. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.

Africa CDC is an autonomous health institution of the AU established in 2017 to support public health initiatives of Member States and strengthen the capacity of their public health institutions, to detect, prevent, control as part of its public health emergency response to disease threats.

In September 2023, the AU joined the G20 as a permanent member, giving the continent an important voice and representing the 55 Member States on key global issues, some of which are mostly impacting African populations. Some global challenges addressed by G20 concern the health sector, such as ending hunger and malnutrition, fostering digital health and improving prevention, preparedness and response to disease outbreaks. Africa CDC will take on the role to advocate for African interest in health in the G20 as well as represent the African countries in the G20 Health Ministers’ Meeting. The new visibility and influence of the AU in G20 are also important in enhancing Africa’s role in other global development and health financing conversations, including in multilateral organisations such as Gavi, Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), Coalition for Epidemic Preparedness Innovations (CEPI) and others.

Against this background, the GIZ project Strengthening Crisis and Pandemic Response in Africa (SCPRA) desires to procure consultancy services to conduct an assessment of the G20 landscape and to develop a proposal for Africa CDC’s optimal engagement in the G20 process and initiatives.

Summary of tasks to be performed under this contract:

  • Develop a G20 Landscape Assessment, including analysing the G20's organisational structure, key decision-making mechanisms and key priorities as well as reviewing G20 health initiatives relevant to Africa and the engagement of G20 with other regional health institutions.
  • Develop an Africa CDC Engagement Strategy by consulting with Africa CDC leadership and relevant staff to identify key priorities for the engagement in the G20, recommending modalities for the engagement and developing a comprehensive proposal for an engagement strategy.
  • Present findings from the G20 landscape assessment and Africa CDC engagement strategy, including recommendations and justifications.

Period of assignment: 01.06.2024 until 31.03.2025.

Tasks of the key expert

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project
  • Regular reporting in accordance with deadlines

Qualifications of the key expert:

  • Education/training (2.2.1): university degree in International Relations, Public Policy, Development Studies, Public Health, Social Science, or any other related field.
  • Language (2.2.2): C2-level language proficiency in English
  • General professional experience (2.2.3): 10 years of professional experience in international cooperation, particularly with AU or other international or diplomatic agency. Demonstrated working experiences with intergovernmental forums, such as G7, G20 and/or UN, with a good understanding of processes and politics at international level is mandatory.
  • Specific professional experience (2.2.4): 8 years of working experience in providing advisory services at senior political levels is required. Strong analytical skills and the ability to develop evidence-based recommendations are needed.
  • Regional experience (2.2.6): 8 years of experience in projects with Africa-focused/ based institutions and understanding the political and social climates on the continent is compulsory.
  • Development cooperation (DC) experience (2.2.7): Strong knowledge of the public health needs, priorities, and landscape on the African continent with a minimum of 8 years working experience in the public health sector.
  • Other (2.2.8): Excellent communication skills to develop products which are targeted to and suitable for senior political levels. Strong interpersonal skills to work with stakeholders at various levels.
