UNDP Indonesia Country Programme 2021-2025 was developed in partnership with the Government of Indonesia which supports national efforts to achieve the 2030 Sustainable Development Goals, in particular SDG indicator 3.8.1 relating to the coverage of essential health services. The programme contributes directly to RPJMN 2020-2024 and aims at improving access and quality of health services as part of accelerating the progress towards universal health coverage. COVID-19 has spread globally and the Indonesian government, since the first positive case was announced in early March 2020, has been implementing emergency measure to respond to the rapid spread of Corona virus, namely through the Large-Scale of Social Restriction (Pembatasan Sosial Berskala Besar/PSBB). In early 2021, PSBB focuses on Java and Bali. In addition to implementing preventive measure through social distancing, mask wearing, frequent hand washing and provision of treatment and healthcare to COVID-19 patients, the Indonesian government has begun preparing for the roll out the COVID-19 vaccination program since the last quarter of 2020. A total 3 million doses of COVID-19 vaccines have already reached Indonesia since December 2020 and another 100 million doses are expected to arrive in 2021. The government with support from UNDP, has leveraged as existing digital management system for vaccines (SMILE) to introduce a specifically form managing the logistic COVID-19 vaccines an tracking.

Working with government counterparts, professional associations, and civil society organizations, UNDP has been deeply involved in delivering a comprehensive response to COVID-19 in Indonesia since March 2020. Key capacities support by UNDP includes health system strengthening, stakeholders coordination, socio-economic support, and improving the management of big data. Under UNDP Health Governance Cluster, the initiative leverages on UNDP’s expertise in collaboration platform, procurement service for health equipment, supply chain management system, and medical waste management.

Considering the COVID-19 pandemic that will continue in 2021, the Cluster will continue to implement the COVID-19 response project which consists of health system digitalization as innovative solution and partnerships for improved and sustained COVID-19 response.

The main outcome for this STRATEGIC Project is to improve access and delivery of essential health services for COVID-19 response by strengthening governance, particularly COVID-19 Response and Economic Recovery Committee, and management of integrated one data system of the health system.

The outputs for this Project are as follows:

  • Improve access and delivery of essential health services for COVID-19 response by strengthening governance and management of integrated digital data system of the health system, which include:
  • Strengthening coordination of one health systems data within the COVID-19 Task Force at the Coordinating Ministry of Economic Affairs (Komite Penanganan Covid-19 dan Pemulihan Ekonomi Nasional/KPCPEN) and MoH.
  • Technical Assistance for health system resilience post COVID-19 pandemic
  • Telemedicine platforms collaboration with health services to respond to COVID-19 pandemic.
  • The performance of national health system digitalization to respond to COVID-19 pandemic is improved and positively impacts the coverage and sustainability of services delivery and the health system better integrates environmental concerns in waste management practices. Which include:
  • Strengthening of Electronic Logistic Information System for COVID-19 Vaccines
  • Improvement of Logistics Management Information system for COVID-19 Medical Supplies and medical waste management monitoring system.

Regarding strengthening coordination at KPCPEN, the secretariat of KPCPEN need Public Health Officer to support KPCPEN secretariat. The incumbent will support the KPCPEN secretariat and provide public health analysis and perspective, and recommendations to KPCPEN leadership. The incumbent will be working under the supervision of the Digital Health Project Manager and the KPCPEN Secretary.

DUTIES AND RESPONSIBILITIES

1. Support the project team to ensure effective project planning, budgeting and implementation focusing on achievement of the following results

  • Provide technical input and recommendation from the public health perspective, for policies on responding the Covid-19 based on literature studies and desk reviews
  • Coordination of project planning and preparation work for, typically, a large and highly complex component of the project initiatives;
  • Analysis, research, summary, and presentation of basic information/data on National Covid-19 Vaccination Program, and related public health topics; Being actively involved in meetings, workshops, focus group discussions (FGD), field visits, and training including providing input and recommendations as well as preparation by developing materials, TOR, invitation letters, logistics and documentation;
  • Preparation for project documents and submission to relevant parties for approval by relevant parties
  • Provide effective supervisory role to assistant / clerical level in implementation of project standard operating procedures in line with the government and UNDP’s regulations;

2. Support to the management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management (RBM) across the portfolio

  • Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the financial and substantive monitoring and evaluation of the projects.
  • In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
  • Support Project Manager in monitoring projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures.
  • Support Project Manager in overseeing all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Atlas), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures.
  • Ensure proper follow up on audit recommendations.
  • Assist in the preparation of project reports for donors.
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc

3. Assist the Project Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects

  • Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
  • Provision of support in strengthening cooperation with key stakeholders Support the communication of the Malaria programme/ health projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
  • Facilitate information sharing and dialogue within the donor community

4. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:

  • Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
  • Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
  • Prepare briefs, talking points, and other documents as required by Government and UNDP.
  • Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the health area.
  • Conduct training programme for project staff as necessary on operational/ project policies and procedures.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
