6. MARKET VALUE: Depending on the qualifications of the offeror, this position can be filled at either the GS-11 ($72,750 - $94,581), GS-12 ($87,198 - $113,362), or GS-13 ($103,690 - $134,798) equivalent level, including Washington, D.C. locality pay.

POSITION DESCRIPTION

BACKGROUND

The United States Agency for International Development (USAID)’s Bureau for Humanitarian Assistance (BHA) is responsible for facilitating and coordinating U.S. Government (USG) humanitarian assistance overseas in response to all types of international disasters, including slow-onset disasters such as droughts or famine, natural disasters such as earthquakes or floods, or man-made disasters such as conflict or war. BHA is responsible for planning, coordinating, developing, achieving, monitoring, and evaluating international humanitarian assistance falling into two conceptual areas:

Humanitarian Response activities comprise needs-based humanitarian assistance provided to save lives, alleviate suffering, and protect human dignity during and in the aftermath of emergencies. Humanitarian assistance is grounded in humanitarian principles and is directed toward the most vulnerable populations.

Early Recovery, Risk Reduction, and Resilience (ER4) activities will set the initial foundations for longer-term recovery as appropriate, and will work in close conjunction with humanitarian assistance. Early recovery is an approach that supports communities impacted by crises to protect and restore basic systems and service delivery. Early recovery builds on humanitarian response efforts and establishes the initial foundations of long-term recovery. Early recovery activities are implemented for a specified, appropriate timeframe that assists populations recovering from an identifiable shock. Risk reduction is the prevention of new and reduction of existing disaster risk and management of residual risk, which contributes to strengthening resilience and to the achievement of sustainable development. Resilience is the ability of people, households, communities, countries, and systems to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth.

BHA has seven offices, as follows:

The Bureau’s three geographic offices are: (1) Office of Africa; (2) Office of Asia, Latin America and the Caribbean; and (3) the Office of the Middle East, North Africa and Europe. Each geographic office designs, provides, and assesses humanitarian assistance for their respective regions, including assistance related to responding to, recovering from, and reducing the risk of man-made and natural disasters, while linking with other USAID investments that build resilience.

INTRODUCTION

The Surge Staffing Team (SST) manages the Support Relief Group (SRG) Program, which is a surge staffing mechanism for intermittent U.S. Personal Services Contractors (USPSCs). The SRG roster currently comprises over 150 PSCs—both generalists and specialists—who work on an as needed basis to supplement field and D.C. staff positions or serve in a variety of response roles. The SST ensures staff deployment readiness and coordinates all activations, serving as the liaison between SRG staff and core BHA staff members. The team also serves as the administrative supervisor for all SRG, providing initial onboarding, as well as interpreting and providing guidance on policy as it specifically pertains to intermittent staff.

OBJECTIVE

BHA requires the services of a full-time Surge Staffing Officer for the Response Resources Division (R2D) Surge Staffing Team (SST) to assist in the management of a cadre of personal services contractors (PSCs) who provide short-term, on-call assistance to the Bureau. This cadre, called the Support Relief Group (SRG), includes more than 150 staff. SRG staff members strengthen BHA’s capability to provide prompt, effective services in support of the delivery of humanitarian assistance around the world. The Surge Staffing Officer will be based in Washington, D.C.

DUTIES AND RESPONSIBILITIES

The Surge Staffing Officer will support the operation and maintenance of the SRG program. Support the activation of SRG, assist with the development of their scopes of work, facilitate their orientation and training on the administrative, financial, technical operations and training requirements of BHA, and monitor the evaluation process of their performance after each activation; determine pipeline balances and budgets proposals for contract renewal.

The duties and responsibilities include:

At the GS-11 Equivalent Level

● Provide daily administrative and operational support for the SST.

● Provide administrative and personnel support to SRG staff, including timekeeping and travel guidance.

● Provide administrative and personnel support to SRG personnel including tracking funding balances, facilitating submission of vouchers, coordinating training requirements and other support, as required.

● Assist senior staff as needed on operational systems and processes, including developing and maintaining standard operating procedures for administrative support for the SST.

● Coordinate with relevant staff to define training requirements and assist in the preparation of training materials for SRG staff.

● Keep apprised of new staffing actions under SRG portfolio.

● Develop and maintain systems to track the flow of work related to recruitment and contract actions.

● Draft recurring reports based on collected data or formalized databases.

● Monitor contract actions in agency procurement systems and financial systems.

● Provide information for recurring bureau and agency reports as well as assist in responding to requests for information and taskers.

● Assist in maintaining SST resources and source documents.

● Assist with the orientation of new SRG personnel and keep all SRG informed of changes to the administrative, financial, technical, operational, and training requirements of BHA.

● Assist team members in coordinating administrative support before and during large disaster operations, training sessions, conferences, and other large-scale operations or projects.

● Maintain an updated and standardized filing system of personnel files for surge staff to include the SRG.

● Maintain a database on all contracted SRG personnel to ensure that all requirements are met and to provide information to the rest of BHA on their availability, skills, and previous BHA experience.

● Maintain a professional demeanor during all interactions and maintain a customer-service approach while working to resolve any issues.

● Track and process the activations of SRG/Detailer personnel from initial activation, to evaluation of their performance after each activation.

● Track and process the rotations of FARO Rover personnel including evaluation of their performance after each rotation.

● Track deadlines and due dates for products that SST produces, including personnel evaluations and contract actions.

● Manage data across multiple systems as required.

● Review and appropriately archive documents and files in accordance with Agency policies.

● Oversee the maintenance of an updated and standardized filing system of personnel files for the SST.

● Use Microsoft Office applications to include Excel, Word, and PowerPoint among others to prepare documents, correspondence, spreadsheets, reports, etc. accomplish work.

● Attend team, office, and other meetings as assigned by the Team Leader and, when necessary, prepare summaries of these meetings.

● Expedite the flow of programmatic, operational, and other documents through the clearance process.

● Serve as a liaison across teams and divisions on staffing administrative support issues.

● Become competent in corporate systems including Personnel, Experience, Training, Equipment, Readiness (PETER) to produce standard reports and ad-hoc reports.

● Research and collect data, using online tools and services, on humanitarian response needs, trends, etc. for team members and team leadership.

● Support senior team members to develop templates and timelines, and assist in developing operational guidance for BHA staff, as needed.

● Serve, as needed, as SST/R2D representative on technical evaluation panels for BHA solicitations including USPSCs and Contracts.

● Serve as the BHA after-hours Duty Officer on a rotational basis; approximately one week every six months.

● As needed, serve as a member of the Washington-based Response Management Teams (RMTs) which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will be varied. RMT service is not a core requirement or expectation, but occasional RMT activations are possible.

● As needed, serve on DARTs which would involve deployment overseas for an extended period. DART service is not a core requirement, but occasional deployments are possible.

● As needed, may serve on temporary detail within the office, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.

● Become certified and serve as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR), as assigned. The AOR/COR provides financial and programmatic oversight of all aspects of managing the agreement or contract; this includes but is not limited to reviewing invoices, requests for approvals, program/project deliverables (i.e. work plans, annual reports, month status reports), travel requests, key personnel requests, and financial/budget reports. They are responsible for drafting and submitting the annual contractor performance evaluation in Contract/Assistance Performance Assessment Review System (CPARS/APARS). They prepare and review contract/assistance modifications documentation and assist the Contracting/Agreement Officer to ensure performance is compliant with the terms and conditions of the contract/agreement, the FAR, and USAID policy. AOR/CORs are responsible for all related requirements set forth in the COR designation letter and the AOR designation letter.

At the GS-12 Equivalent Level **

At this grade level, (if the PSC is promoted during contract performance) the Surge Staffing Officer has demonstrated satisfactory competence in the duties and responsibilities described above. He/she will perform the above listed duties including the following duties below:

● Coordinate the orientation of new SST staff and keep them informed of changes to the administrative, financial, technical, operational and training requirements of BHA.

● Coordinate and participate in the scheduling, organizing and execution of meetings, conferences and off-site events; including the management of calendar invitations, phone bridge lines, video conference calls, agendas, room reservations and note taking.

● Coordinate responses to information requests related to staffing data.

● Coordinate the routing of various documents and memos through the approval chain, following up on pending details and ensuring deadlines are met.

● Develop proficiency in basic budgetary and financial management concepts, including principles of appropriations law, funds control violations, and pertinent USAID budgetary or financial policies.

● Perform data quality assurance and review.

● Facilitate regular team meetings and brief on staffing administrative support related information.

● Facilitate recruitment of SRG using USAID systems; serve, as needed, as SST/R2D Technical Evaluation Committee (TEC) Chair on technical evaluation panels for BHA solicitations including USPSCs and Contracts.

● Assist with the preparation of the SST annual budget.

● Assist senior team members and leadership in analysis of staffing patterns; research historical requests, and gather and analyze data, as needed.

● Review and recommend budgets for prospective and existing SRG PSCs.

● Provide functional training and onboarding support to senior colleagues on SST/R2D systems and standard operating procedures.

At the GS-13 Equivalent Level

At this grade level, (if the PSC is promoted during contract performance) the Surge Staffing Officer has demonstrated satisfactory competence in the duties and responsibilities described above. He/she will perform the above listed duties including the following duties below:

● Serve as Acting Surge Staffing Team Lead in absence of Team Lead, supervising the work assignments of the team.

● Represent SST and R2D in meetings with stakeholders discussing operational priorities, objectives, progress, results, and challenges.

● Demonstrate understanding of USAID policy and guidance on PSCs and develop proficiency in all Agency corporate financial and procurement management systems used to manage and program BHA’s disaster assistance funding.

● Attend office-wide coordination meetings as SST/R2D’s point of contact in the area of responsibility and ensure SST/R2D interests and priorities are clearly articulated.

● Participate in interagency and stakeholder-wide meetings as assigned by the Team Leader.

● Represent SST/R2D interests to external stakeholders such as IT support contractors who are designing and maintaining BHA corporate platforms.

SUPERVISORY RELATIONSHIP:

12. PHYSICAL DEMANDS

The work is generally sedentary and does not pose undue physical demands. During deployment on DARTs (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).

Offerors are required to address each factor of the Offeror Rating System in their resume, describing specifically and accurately what experience, training, education and/or awards they have received as it pertains to each factor. Be sure to include your name and the announcement number at the top of each additional page. Failure to address the selection factors and/or Offeror Rating System factors may result in not receiving credit for all pertinent experience, education, training and/or awards.

The most qualified offerors may be interviewed and required to provide a writing sample. BHA will not pay for any expenses associated with the interviews. Professional references and academic credentials will be evaluated for offerors being considered for selection. Note: Please be advised that references may be obtained independently from other sources in addition to the ones provided by an offeror. BHA reserves the right to select additional offerors if vacancies become available during future phase of the selection process.
