Terms of ReferenceThe Argentina Multi-Country Office (MCO) is located in Buenos Aires and covers five countries, two of which (Chile and Uruguay) have a UNHCR National Office, and one has a Field Presence (Bolivia). Paraguay does not have a UNHCR presence, but coverage is done through partners (Gvt and non-Gvtal) as well as remotely from the MCO team located in Argentina.

The incumbent reports directly to the Deputy Representative for Operations of the MCO and provides operational oversight, monitors, reports, coordinates and provides technical guidance to partners and advice regarding the implementation of the MCO protection and solutions strategy. Specifically, in coordination and in support to the MCO team, the incumbent will be in charge of effectively and efficiently coordinating partner’s activities in Bolivia, reinforcing and creating communication among partners, with communities, feedback mechanisms, PSEA effective complaints mechanisms, protection indicators, as well as regularly participate and contribute to existing coordination mechanisms with the UN and the R4V platform and report as per the needs. Project and border monitoring activities will be at the core of the responsibilities of the Field Presence as the first line of defense under the leadership of the incumbent.

The ideal candidate should have:
- Demonstrated relevant experience and technical knowledge of humanitarian works and relief;
- Strong leadership skills (there is a team to be managed and partners to coach);
- Demonstrated experience in project management and monitoring;
- Proven diplomatic and political awareness skills
- Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context;
- Sound experience in protection monitoring and capacity building activities;
- Strong analytical and drafting skills;
- Be extremely dependable. Be able to work independently and as part of a team;
- Planning and organizational skills, ability to work well under pressure on multiple tasks and contexts simultaneously, establish priorities, and deliver quality output in a time-efficient manner;
- Strong client and results orientation skills.
- Excellent communication and drafting skills in English (at least B2 level). Spanish is essential for the job;

The incumbent will work for UNHCR at La Paz UN House under a UNOPS Local Individual Contractor Agreement (LICA). More information on the contract entitlements can be found at: UNOPS Jobs | What we offer.
Contracts are issued annually and extended based on funds availability and performance of the holder of the post.
It is expected that the incumbent will carry out regular missions within the country with frequent travel to border areas and the city of El Alto.

Standard Job Description Assistant Field Officer Organizational Setting and Work Relationships The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. Duties - Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners. - Promote and monitor the implementation of assistance projects. - Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern. - In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR. - Keep track of cases of detention; register applicants for voluntary repatriation and family reunion. - Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports. - Submit recommendation for protection interventions to the designated officer. - Negotiate with local authority counterparts, partners and populations of concern. - Perform other related duties as required.
