Terms of ReferenceThe operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international) and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique and Arica. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires, which also covers Bolivia, Paraguay, and Uruguay.

Chile is one of the highest-receiving countries of people with and for whom UNHCR works in the region, with more than 452,000 individuals under our mandate. These numbers include over 436,000 people in need of international protection, 12,462 asylum seekers, and 2,178 refugees. Also, more than 400,000 Venezuelans, of which 8,330 are asylum-seekers and 33 recognized refugees.

UNHCR works together with the national government institutions, civil society organizations, municipalities, and the private sector to ensure access to protection, humanitarian assistance, and durable solutions for all those who have sought safety in the country, especially in the last couple of years, as Chile has become the fourth most important country of destination for Venezuelans in Latin America after Colombia, Peru, and Ecuador.

According to official figures, the Government estimates that 1.4 million foreigners were legally residing in Chile as of December 31, 2021, representing 7.7% of the country's total population and an increase of 1.5% over 2020 figures. Also, it is to be highlighted that the main nationalities are Venezuelans (30%), Peruvians (16.6%), Haitians (12.2%), and Colombians (11.7%). However, this figure does not contemplate the 200,000 estimated people who have irregular legal condition in the country because they have entered the country through unauthorized border crossing points, mostly (90%) Venezuelan nationals.

Lately, the country has seen an escalation in the negative perception of the phenomenon of human mobility among the Chilean population. Recent surveys have positioned human mobility as detrimental to the country; one of the main reasons why people forced to flee and others in need of international protection are often subjected to discrimination and physical violence, sexual aggression, and exploitation, as well as victims of smuggling and trafficking.

This position requires previous and proven reporting practice, information management knowledge, and strong coordination and teamwork skills. Under the direct supervision of the Associate Information Management Officer at the UNHCR National Office in Santiago de Chile, the Reporting Associate is responsible for supporting information and data analysis activities, including writing reports for evidence-informed planning, advocacy, coordination, operational response, and undertaking information and data analysis activities, as compile, consolidate, analyze, validate and disseminate data.

As part of the Interagency Coordination Unit, the Reporting Associate will work hand in hand with an Information Management Associate and an External Relations Assistant, both also under the supervision of the Associate Information Management Officer. The Reporting Associate will also work closely with the Regional Reporting Officer based at the Regional Office of UNHCR in Buenos Aires, who will provide advice and operational support.
The Reporting Associate will ensure timely information and data reporting across key priority areas to respond to internal and external reporting needs, including interagency reporting activities for the Interagency Coordination Platform for refugees and migrants from Venezuela (R4V) led by UNHCR and IOM. The Reporting Officer will work closely with different units, field offices, and other key stakeholders to support information gathering, compilation/analysis, and dissemination, including preparing and publishing operational reports, internal and external updates, factsheets, and other reporting products.

The desirable candidate should have:
- Experience with data collection and analysis in developmental or humanitarian contexts
- Excellent writing skills and ability to translate complex scenarios and data into reports for different audiences.
- Excellent knowledge of English and working knowledge of another relevant UN language or local language.
- Knowledge of the UNHCR operational context in Chile and the region
- Knowledge of international protection, human rights, and international humanitarian law

Previous experience in UN/UNHCR and academic background on social scienses and/or Law is an asset.

Reporting Associate

Organizational Setting and Work Relationships
The Reporting Associate will fulfil internal and external reporting requests. S/he is supervised by the Reporting Officer or another professional staff depending on the staffing structure of the Office. The incumbent receives regular guidance and advice from the supervisor. Advice and operational support may also be received from other senior staff and support units at the Country Office / HQ. The incumbent will establish strong liaison with both internal and external parties, including Donors, UN Agencies, and Implementing and Operational partners.

Duties
- Stay abreast with the operational developments and assist in the preparation of briefing notes and reports.
- Assist in consolidation of data and facilitate the preparation of periodic reports including Sitreps, Fact Sheets and other activity specific reports.
- Liaise with internal and external partners to gather information.
- Work closely with Information Management Unit to ensure accurate and standard data presentation.
- Assist in the development of funding submissions, appeals and reports.
- Prepare and distribute meeting minutes.
- Consolidate and provide inputs for donor reports.
- Enforce compliance with reporting requirements.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
