Terms of ReferenceThe Argentina Multi-Country Office (MCO) is located in Buenos Aires and covers five countries, two of which (Chile and Uruguay) have a UNHCR National Office and one has a Field Presence (Bolivia). Paraguay does not have a UNHCR presence but coverage is done through partners (Gvt and non-Gvtal) as well as remotely from the MCO team located in Argentina.

The incumbent reports directly to the Assistant Field Officer of the Field Presence in Bolivia. He/she provides assistance in all activities carried out by the Field Presence in Bolivia, especially administrative, clerical and monitoring matters in coordination with the governmental, UN and non-governmental partners, the MCO, and community-based structures of the host community and persons with whom UNHCR works. Specifically, in coordination and in support to the MCO team, the incumbent will be in charge of collaborating in Field support activities as well as providing technical guidance where appropriate.

The ideal candidate should have:
- Demonstrated relevant experience and technical knowledge in administrative and logistical matters.
- Experience working in contexts of humanitarian works and relief;
- Strong interpersonal skills;
- Good understanding of the political and logistical context, including transportation for humanitarian action;
- Good understanding of the bureaucratic features of the financial and procurement systems common in the context where work takes place. Experience working in operations with other UN Agencies in Bolivia is an asset;
- Be extremely dependable. Be able to work independently and as part of a team;
- Planning and organizational skills, ability to work well under pressure on multiple tasks and contexts simultaneously, establish priorities, and deliver quality output in a time-efficient manner;
- Strong client and results orientation skills.
- Excellent communication skills. Spanish is essential for the job. English is a desirable asset (at least B1 level ideally);

The incumbent will work for UNHCR at La Paz UN House under a UNOPS Local Individual Contractor Agreement (LICA). More information on the contract entitlements can be found at: UNOPS Jobs | What we offer.
Contracts are issued annually and extended based on funds availability and performance of the holder of the post.
It is expected that the incumbent will carry out regular missions within the country with frequent travel to the city of El Alto.

Standard Job Description Senior Field Assistant Organizational Setting and Work Relationships The Senior Field Assistant is normally supervised by the (Senior) Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.
