Terms of ReferenceThe operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international) and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique and Arica. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires, which also covers Bolivia, Paraguay, and Uruguay.

Chile is one of the highest-receiving countries of people with and for whom UNHCR works in the region, with more than 452,000 individuals under our mandate. These numbers include over 436,000 people in need of international protection, 12,462 asylum seekers and 2,178 refugees. Also, more than 400,000 Venezuelans, of which 8,330 are asylum-seekers and 33 recognized refugees.

UNHCR works together with the national government institutions, civil society organizations, municipalities, and the private sector to ensure access to protection, humanitarian assistance, and durable solutions for all those who have sought safety in the country, especially in the last couple of years, as Chile has become the fourth most important country of destination for Venezuelans in Latin America after Colombia, Peru, and Ecuador.

According to official figures, the Government estimates that 1.4 million foreigners were legally residing in Chile as of December 31, 2021, representing 7.7% of the country's total population and an increase of 1.5% over 2020 figures. Also, it is to be highlighted that the main nationalities are Venezuelans (30%), Peruvians (16.6%), Haitians (12.2%) and Colombians (11.7%). However, this figure does not contemplate the 200,000 estimated people who have an irregular legal condition in the country because they have entered the country through unauthorized border crossing points, mostly (90%) Venezuelan nationals.

Lately the country has seen an escalation in the negative perception of the phenomenon of human mobility among the Chilean population. Recent surveys have positioned human mobility as detrimental to the country; one of the main reasons why people forced to flee, and others in need of international protection are often subjected to discrimination and physical violence, sexual aggression, and exploitation, as well as victims of smuggling and trafficking.

The incumbent will perform the activities described on the terms of reference and will as well contribute to the development and implementation of the resource mobilization strategy; develop and keep a donor database up to date and other related duties as required.

This position requires previous donor related experience with private and/or public sectors (previous work with UNS, government, donors and partners). Experience on external engagement and donor relations, as well as proven reporting practice, strong coordination and teamwork skills are needed. Previous involvement in direct interaction with government and partners is an added advantage. Sound practice in building relations and trust. Robust initiative and communication skills, as well as experience in the development of appeals and/or and donors' proposals are also required. Thorough understanding of UNHCR's protection mandate
and core mission and thorough understanding of humanitarian and inter-agency financial opportunities is desired.

Standard Job Description Senior External Relations Assistant Organizational Setting and Work Relationships The Senior External Relations Assistant normally functions under the direct supervision of External Relations Officer or another professional staff depending on staffing structure of the Office. The incumbent assists in the management of external relations activities of the Office. He/she plays a key role in organising the visits of foreign delegations, donors, press and media, providing regular briefings and drafting reports/materials for external partners. He/she may also receive advice and operational support from the External Relations/Public Information Units at the Country Office /HQ. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks.
