The Resident Coordinator System encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for and coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the host government and in accordance with the mandates and objectives of the various UN organizations. The UNCT is composed of representatives of the UN funds and programmes, specialized agencies and non-resident UN agencies.

The UN System in Brazil is composed of 24 specialized agencies, funds, programmes and entities, besides 2 non-resident agencies that, despite not having office in the country, are present through its programmes and projects. The UN Country Team in Brazil has various working structures to ensure a coordinated interagency action in the country, and implement joint activities under the leadership of the Resident Coordinator.

The Resident Coordinator Office (RCO) in Brazil will lead in 2020 a series of system-wide processes: preparation of the new United Nations Sustainable Development Assistance Framework (UNSDCF); the UN75 advocacy and communication campaigns; adoption of UN Info (a web-based corporate monitoring system); the launch of BOS 2.0, between other strategic targets. The RCO is, on the other hand, still finalizing some of the transition processes to the new configuration of the Resident Coordinator Offices, started in 2019.

Under the direct supervision of the Strategic Planner/Team Leader, the UN Coordination Analyst will support the coordination activities of the RCO, providing technical inputs, as well as management and operational support to help ensure efficient and effective substantive coordination support to the Resident Coordinator (RC)/ United Nations Country Team (UNCT) in this process, while assuring compliance to organizational policies and procedures. The UN Coordination Analyst works in close collaboration with UNCT members, programme and operations teams of the Agencies, UNDCO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNCT activities.

 

Within delegated authority and in close consultation with the Strategic Planner/Team Leader, the Coordination Analyst will be responsible of the following duties: 

 

  • Supports the Elaboration and execution support to the annual work plan of the RCO and UNCT;
  • Supports the planning, organization and implementation support to the UNSDCF roll out process, including the provision of technical inputs.
  • Supports monitoring and evaluation of the current Cooperation Framework;
  • Provides technical inputs for the elaboration of the Common Country Analysis (CCA);
  • Supports the organization and follow-up of UNCT meetings and retreats;
  • Elaborates workplans, roadmaps, technical inputs, reports, papers and others as requested.
  • Assists partnership development and retention under this component, including drafting of proposals, technical inputs, organization and participation in meetings, communication with stakeholders, etc.

 

  • Supports the Head of Office in guaranteeing timely action upon strategic operations themes, including assistance to Operational Management Team (OMT) related activities;
  • Supports the BOS 2.0 roll out process;
  • Supports the implementation of corporate managerial and operational agreements with UNDP (HQ level and local-level) for the provision of operational services to the RCO (Memorandum of Understanding-MoU, Service Level Agreement - SLA), as well as including revision and updating of related documentation and operational workflows with UNDP Focal Points;
  • Provides advice to RCO team on the implementation of operational processes (human and financial resource management, procurement, general administration, security, and information technology for the RCO) while maintaining close collaboration with UNDP as the service provider and facilitating teamwork and communications among staff in the RCO and across organizational boundaries;
  • Proposes the establishment and standardization of internal procedures and compliance monitoring, systematizing related guidance;
  • Provides training on management and operations to new RCO staff, as needed;
  • Provides advice to the RCO Team on the mobilization, implementation, compliance and finalization of local cost-sharing projects;

 

  • Provides support to the maintenance of various databases on CCA, Annual Work Plans and Cooperation Framework;
  • Assists the elaboration of Joint Work Plans from Results and Thematic Groups of the UNCT;
  • Supports UN Info database platform roll out process, including data entry, participation in meetings and in coordination activities among UN agencies;
  • Prepare inputs for reports, evaluations and papers as requested;
  • Assists inter-agency working groups and joint programming related activities.
  • Assists partnership development and retention under this component, including drafting of proposals, technical inputs, organization and participation in meetings, communication with stakeholders, etc as requested.

 

  • Supports information maintenance on RCO/ UN system activities;
  • Prepares inputs for public information materials as requested;
  • Provides support to the realization of the campaigns, events, workshops, etc., as requested;
  • Provides support the organization of conferences, workshops, retreats and similar events.
  • Assists partnership development and retention under this component, including drafting of proposals, technical inputs, organization and participation in meetings, communication with stakeholders, etc. as requested.

 

The key results have an impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, implementation of the UN System reform. In particular, the key results have an impact on the design and operation of UN activities, creation of strategic partnerships for UNCT Programming including UNSDPF implementation and support of national strategies and priorities.

  •  Advanced university degree (Master’s degree or equivalent degree) in international relations, business or public administration, social sciences, or related area.
  • OR A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional experience in development programme/projects;
  • Experience in the UN System at the country level is desirable;
  • Experience in providing management advisory services, with hands-on experience with strategic planning and programming processes, including design, monitoring and evaluation of development projects is required;
  • Experience with coordination, monitoring and reporting activities to support high-level management decision with an integrated outcome approach-if performed in an international environment will be considered an asset.

 

Language Requirements:

  • Fluency in Portuguese and English is required
  • Fluency in Spanish is an asset
