Position Description

The UK Aid Match Coordinator will lead on programme level operational oversight, coordination and contract management of CAFOD’s UK Aid Match Programmes. They will coordinate work across CAFOD to aid the planning, delivery, monitoring, learning and reporting for CAFOD's UK Aid Match agreements. They will lead on the development of future UK Aid Match applications and on the relationship with the UK Aid Match Fund Manager, MannionDaniels.

Job Profile

The post holder will be based within the International Programme Funding Unit (IPFU) and work collaboratively across CAFOD, particularly with the International Development, Supporter Fundraising, External Communications and Finance Groups. They will coordinate cross-organisational mechanisms to engage staff from these groups and ensure a unified approach to UK Aid Match performance management. Performance management covers the successful delivery of existing grants including the delivery of high-quality programmatic outputs, meeting compliance requirements, budget and risk management and securing new funding. The post holder will lead on the relationship with the dedicated Performance & Risk Manager at MannionDaniels and will disseminate information about the fund to the relevant stakeholders in CAFOD.

The post-holder will be line managed by the International Development Funding Team Leader in IPFU, who holds oversight of DFID funding. There are no direct reports, but significant cross-organisational working and effective collaboration with colleagues and managers from other groups, particularly in region/country programmes, is a key requirement of this role.

Key Responsibilities

Programme Development and Contract Management (60%)

Maintain operational level oversight of CAFOD’s UK Aid Match Programme/s, closely collaborating with the programme team identifying and addressing risks and programme performance issues, including effective anticipation of actual results and contingency planning. Where relevant escalate issues to appropriate oversight group/s.

Contract-manage CAFOD’s UK Aid Match Grant Agreement/s to ensure compliance including: the preparation and timely submission of high-quality quarterly narrative and expenditure reports, and financial forecasts: application of transparency standards in line with and relevant UK Aid and IATI standards.

Work closely with Regional/Country and Fundraising teams and technical accompaniers to establish effective communication, feedback and tracking mechanisms.

Work closely with Programme Accountants to maintain oversight of budgets including HQ-managed budget responsibility, monitoring of overall programme expenditure and clear communication of financial performance against budget to programme teams and DFID.

Work/network with the Fund Manager to champion CAFOD’s track record and reputation at delivering high impact large scale projects, showcasing achievements, to favourably position for future funding.

Lead the coordination and development of future proposal development processes for UK Aid Match to secure funding; coordinating and driving the proposal process. This will include working collaboratively across the organisation to ensure proposal coherence between IP, Communications and Fundraising, and all deliverables are met on time and to a high quality. Depending on the future of the UK Aid Match Fund pipeline the postholder could be required to lead on other non UK Aid Match bids.

Monitoring, evaluation and learning (MEL) (30%)

Develop, roll-out and support information management processes to service UK Aid Match monitoring, learning, reporting, external communications and thematic reviews.

Work closely with programme staff and technical specialists to assess and assure the quality of data/evidence being gathered is in line with requirements for UK Aid Match funding.

Ensure UK Aid Match requirements are factored into programme planning, monitoring and review systems and learning processes, and UK Aid Match reporting processes are effectively integrated into CAFOD’s internal reporting, learning and communications mechanisms.

Coordinate and support all UK Aid Match thematic reviews, learning events and independent evaluations, ensuring they are effectively planned, supported, implemented and followed-up.

Provide UK Aid Match inductions for new starters.

Governance and communications (10%)

Report to and facilitate the work of CAFOD’s UK Aid Match oversight group/s.

Ensure processes are in place to enable effective internal and external communication related to UK Aid Match implementation, monitoring, progress reporting and compliance between contributing programmes, across UK Aid Match themes and throughout CAFOD.

Ensure all CAFOD external communications relating to the UK Aid Match acknowledge DFID’s support through the use of DFID UK aid logo or appropriate wording.

Coordinate responses in relation to additional DFID data/information requests on any aspect relating to CAFOD’s UK Aid Match agreement and programme management.

Job-specific competencies

  • Experience in developing strong and positive donor relationships.
  • Strong track record developing successful proposals and high-quality reports for institutional donors (especially DFID) on multi-sector/-country programmes.
  • Strong track record of programme management including proposal development& workshops, log frame & theory of change development and M&E skills.
  • Strong analytical skills, including the ability to translate complex programme narrative and M&E datasets into donor-friendly reports that convey and analyse the impact of the programme.
