ABOUT THE ROLE

The Transparency International Secretariat (TI-S) is currently seeking a Thematic Specialist to join the Research & Knowledge Team and contribute to the implementation of a four-year project in Africa supporting the SDG 2030 agenda.

All 4 Inclusive Service Delivery Africa is a Global Affairs Canada grant over four years, from 2022 to 2026, focused on five African countries, including Democratic Republic of Congo, Ghana, Madagascar, Rwanda and Zimbabwe. The aim of the project is to improve access to health and education services for groups at risk of discrimination, particularly women and girls. As part of this project, TI will generate a solid evidence base on the drivers and inhibitors of corruption in health and education services, particularly as it relates to groups at risk of discrimination and seek to address knowledge gaps on the linkages between corruption, discrimination and service delivery in Africa.

A full-time Thematic Specialist is needed to support the implementation of activities under the Global Affairs Canada grant related to promoting inclusive service delivery in Africa. Specifically, this will involve providing guidance on mainstreaming gender and inclusion at all stage of the project cycle, including project design, implementation and evaluation as well as thematic support to increase the knowledge base/generation of evidence on the linkages between corruption, discrimination and service delivery in Africa and beyond.

Salary Band: salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting 40.000 Euro gross per year depending on relevant experience

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Research & Knowledge Team and reporting to the Head of Research & Knowledge, the Research Coordinator will:

  • Lead efforts to incorporate gender-inclusive and anti-discriminatory approaches into TI-S projects and programmes;
  • Provide thought-leadership and thematic guidance to TI-S on inclusion and anti-discrimination and lead the development of inclusive project management tools and methodologies;
  • Design and deliver targeted training to build the capacity of project staff, chapters and other stakeholders on inclusive approaches to anti-corruption, including on how to mainstream gender and inclusion in the planning, implementation and evaluation of the All 4 Inclusive Service Delivery in Africa project;
  • Lead the development of research materials on the link between corruption and discrimination with a focus on service delivery, including leading/coordinating focus group discussions with groups at risk of discrimination and developing corruption risk assessment methodologies to ascertain the discriminatory impact of corruption on service delivery;
  • Produce and disseminate original materials on the linkages between corruption, discrimination and their impact on the delivery of education and health services, including the production of research briefs, scoping papers, policy positions, as needed;
  • Provide quality support and control of project outputs, knowledge products and communication from a diversity and inclusion perspective;
  • Lead the constitution of a TI-S movement-wide community of practice on gender and inclusion and coordinate the activities of this community of practice;
  • Develop and strengthen partnerships with organisations engaged in the anti-discrimination agenda and leading international experts, at the regional and global levels and act as the main contact point for partnerships with relevant experts;
  • Generate ideas, develop concept notes/proposals, and activities that are aligned with organisational priorities;
  • Contribute to day-to-day work implementation, including work planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures;
  • Stay abreast of developments relating to the area of work and be available to respond to on-demand internal and external stakeholder needs;
  • Represent the organisation at relevant fora within area of expertise as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders;
  • Contribute to the overall functioning of the Research & Knowledge Team by providing proactive and ad hoc support where necessary.

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • Masters or equivalent in a relevant field of the social sciences, such as political science, sociology, gender studies, economics, public administration or a related field, with an academic emphasis on research
  • 5+ years of relevant professional experience in social research with a track record of producing operationally and policy relevant research
  • Experience in providing training, technical assistance and quality control on applied research projects, preferably in a multi-country/comparative context, with excellent attention to detail
  • Knowledge and experience in research design, development of tools and methodologies, preferably corruption risk assessments methodologies and designing/leading focus group discussions a requirement
  • Recognised expertise in on governance and anti-corruption, gender and inclusion and inclusive policy analysis required
  • Demonstrated organisational and project management skills with strong organisational skills and the ability to successfully manage priorities in a dynamic and fast paced environment
  • Solid writing, editing and communication skills
  • Ability to work in a team as well as independently, particularly at distance communication
  • Professional language proficiency in written and spoken English, additional languages (in particular French and/or other languages) an asset
  • Proven commitment to social justice issues and the values of Transparency International
