OBJECTIVES OF THE PROGRAMME

As a centre of technical and scientific excellence, the WHO Centre for Environment and Health in the Western Pacific Region (“the Centre”) based in Seoul, the Republic of Korea, will contribute to the development of healthier and safer environments and strengthened community resilience to climate and environmental change for health and health equity for all people of the WHO Western Pacific Region. The Centre's objectives are to (1) strengthen the scientific information and evidence for policy-making on existing and emerging climate and environmental determinants of health, including adapting global norms and standards and monitoring trends in the Region; (2) assist Member States in developing and implementing policies to protect and promote health and well-being by addressing climate and environmental determinants of health across sectors; and (3) support Member States in developing and strengthening technical capacities and programmes, working with partners and stakeholders, including vulnerable populations, contributing to the implementation of the Sustainable Development Goals, the Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet and WHO Global Strategy on Health, Environment and Climate Change.

 

DESCRIPTION OF DUTIES

Under the supervision of the Head of Centre, the incumbent is responsible for the following functions:

1. Effective management of martnership and mrogramme networks

- Ensure effective communication with donors such as the Republic of Korea’s Ministry of Environment and the Seoul Metropolitan Government;
- Design and implement communication and advocacy capacity-building interventions;
- Support the Head of Centre to establish and maintain an effective network aiding the delivery of WHO/WPRO/ACE work programme;

2. Development of funding proposals and donor reporting

- Support the preparation of proposals to donors as part of WHO/WPRO/ACE team;
- Work with technical officers based in ACE and across WPRO to improve the quality of donor reporting;
- Assist the Head of Centre to coordinate and synthesize other team members’ input on donor proposals and reports;
- Support the Head of Centre in resource mobilization activities including relevant reporting and donor communications;

3. Technical delivery of communications and advocacy work programmes

- Collaboratively develop solutions and promote actions enabling WHO/WPRO/ACE to achieve effective collaborative and
partnership networks for the delivery of planned work programmes;.
- Analyse available information and situational context and provides recommendation/s on effective programme partnership and work programme delivery;
- Ensure adequate regular briefing of relevant stakeholders under the direction of the Head of Centre;
- Spearheads advocacy and communication activities to generate visibility of the Centre and provide the needed technical input into workplans;.
- Conduct communication skills training as relevant to WHO/WPRO/ACE work programme;
- Serve as focal point for strategic communications including the design of publications, guidelines and other learning materials produced by WHO/WPRO/ACE;
- Establish effective communication channels and produce relevant materials to ensure visibility of WHO/WPRO/ACE work
programme;

4. Other duties as required.

 

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master's or above) in a related field such as international relations, public administration, business administration, public health, environmental health or social science from a recognized university.

 

Experience

Essential: Minimum seven years' of relevant experience at national and international level on environmental health policy, resource mobilization and advocacy.

Desirable: Experience at national government agencies.

a. Ability to research, classify, analyse and sift large amounts of information in a short time in order to report on what is relevant, necessary and pertinent.
b. Ability to think strategically and help the Organization position itself in the most effective manner.
c. Excellent diplomacy, tact and negotiating capacity. Experience in organizing high-level events and good awareness of protocol issues.
d. Working knowledge of essential WHO systems, procedures, policies and structure and willingness to learn and adoptthese quickly.
e. Excellent communication skills with the ability to work well with, and positively relate to, people at all levels and from all backgrounds and orientations.
f. Ability to work independently, and to take initiative quickly.
g. Ability to maintain the standard of conduct of an international civil servant and to work harmoniously as a member of an international team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at KRW 117,179,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
