Back Technical Advisor, Tuberculosis (TB)

Summary

Reporting to the Senior Director HIV & TB, and working as part of the HIV/AIDS & TB team at Save the Children US (SCUS), the TB Technical Advisor will provide technical leadership for all SC TB programs, and will lead new business development efforts to secure new TB grants with multiple donors including USAID, PEPFAR, and the Global Fund (GF). You will provide high-level technical assistance in line with the HIV/AIDS & TB team’s vision, strategy, and priorities to further SCUS’s global agenda to fight against TB & HIV/AIDS especially among children, adolescents, women and key populations (KP). You will collaborate with HIV/AIDS & TB colleagues and other teams within International Programs to support implementation of high quality TB programs in various countries and to build the capacity of country office technical staff to provide high quality program implementation.

What You’ll Be Doing (Essential Duties)

Technical Leadership and Support for Quality TB Programming (45%)

• Provide high-level technical expertise and oversight to ensure that our TB programs are of high quality, and develop new state of the art approaches and strategies;
• Assist in the rollout and scale-up of suitable models for TB and TB/HIV service delivery, in collaboration with Ministries of Health, donors and other stakeholders;
• Support start-up of new TB and TB/HIV programs, work planning, and provide technical input throughout project implementation to ensure programs reflect state of the art strategies;
• Organize and lead program reviews to provide informed and professional support to country teams;
• Support the development of evidence-based program standards and guidance that reflect SC best practices and approaches and promote widespread application;
• Develop strategies to build capacity of in-country technical teams and other sector staff to design and deliver high quality programs;
• Keep up to date on USAID, PEPFAR, GF and other donors’ programmatic guidelines and procedures, and keep country teams up to date;
• Represent on SC's TB Technical Working Groups (TWG), task teams, workshops and campaigns;
• Promote the application of best practice as a key program area and work to keep it visible as an important thematic area globally;
• Maintain knowledge of state-of-the-art; with field-based colleagues, identify internal/external good/promising practices for replication as applicable.

New Business Development (25%)

• Lead new business development in the areas of TB, and TB/HIV in Africa and Asia including proposal writing in collaboration with other HIV/AIDS & TB colleagues, SC’s New Business Development Team, DGH staff and country teams;
• In collaboration with the HIV/AIDS &TB and Malaria technical teams, Regional and Country Offices, develop long-term fundraising strategies, including identifying, pre-positioning for, and developing new funding opportunities;
• Establish and maintain new/existing relationships with donors such as USG (PEPFAR, USAID, CDC), GF, national and regional stakeholders in partnership with SC’s Country and Regional Offices, and implementing partners (IP) at regional and country levels, to advance HIV care, treatment and support for children, adolescents, women and KPs, and TB diagnosis and treatment and patient support efforts;
• Contribute to agency intelligence gathering and decision-making concerning the pursuit of funding opportunities.

Program Learning and Knowledge Management (15%)

• Present at international conferences and meetings and coordinate conference abstracts to highlight our programs at country, regional, and organizational levels;
• Develop and disseminate program briefs and articles for publication in peer-reviewed journals;
• Contribute to the agency’s reporting and monitoring requirements to measure results and program impact;
• Ensure all program documentation meets donor requirements and audit inspection standards, and is submitted to donors in a timely fashion;
• Identify, document and disseminate technical and project materials and success stories from field programs, promote uptake more broadly within agency programs and more widely among partners and program community;
• Provide strategic guidance for program interventions in the following areas: KPs at higher risk of TB and HIV infection, pediatric TB, TB prevention among PLHIV, integration of TB in HIV care and treatment, and PMTCT.

Vision, Strategy Development & Operational Planning (10%)

• Contribute to the development of SC’s TB, and TB/HIV strategy and overall three-year strategic plan;
• Contribute to TB, TB/HIV strategy implementation and operational planning, and for cross-cutting priorities;
• Conduct ongoing collaboration with country-level, regional and other SC member analyses related to TB care and treatment programs, where applicable;
• Support regional and country offices to develop sector strategies and set priorities;
• Participate as a key focal point in interagency meetings to track new developments and lead evolving global and regional strategies for TB, and TB/HIV.

Crosscutting Program Initiatives and Services (5%)

• Participate in planning and implementation of area program learning meetings and other cross-program learning;
• Coordinate with colleagues across SC departments and members to ensure collaboration and technical inputs for high quality multi-sectoral programs.

Required Qualifications

• Bachelor degree or equivalent relevant experience plus at least 7 years of relevant experience

• Proven success in new business development in the areas of TB, TB/HIV, especially in Africa or Asia, including conducting capture and serving as technical proposal writer.

• Demonstrated experience and record of accomplishment in dealing with public and private donors, including knowledge of and experience with GF mechanisms.

• Proven ability to work and collaborate with individuals and teams in different cultural settings, and at all levels

• Demonstrated knowledge of prevention of mother to child transmission, pediatric TB and TB/HIV technical programming.

• Demonstrated experience in working with high-risk populations, including adolescents, girls and Key Populations (KPs) (Men having Sex with Men (MSM), Female Sex Workers (FSW) and Persons Who Inject Drugs (PWID)).

• Demonstrated abilities in analytical thinking, problem solving and team building skills.

• Proven ability to consolidate information from multiple sources and to produce reports and publications targeted at specific audiences

• Demonstrated ability in maintaining close counterpart relationships, both governmental and in the partner community

• Professional proficiency in spoken and written English

• Professional proficiency in MS Office suite

• Proven ability to interpret strategy, to analyze, develop and present work, and to monitor and evaluate implementation of programs.

• Willingness and ability to travel up to 30% of the time.

Preferred Qualifications

• Medical degree and/or Master’s degree in public health, behavioral sciences, population studies/demography, or a related field.
• Experience in working on USAID or PEPFAR grants in Africa.
• Experience in low- and middle-income countries.
• Professional proficiency in spoken French or Portuguese.
