Job description

GIZ International Services is preparing for the EU-funded tender: „Strengthening Public Finance Management in Timor Leste” in Timor-Leste in forecast stage.

The purpose of the present project is to support the government in strengthening its Public Finance Management system to ensure efficient, effective and accountable use of public resources as a basis for improved public service delivery. The project seeks to support the implementation of the Public Finance Reform Action Plan, particularly during the critical initial phases of the reform.

Your tasks

The Team Leader will be responsible for designing the overall work plan for the TA tam, successful project coordination, implementation and reporting. They will be the primary point of contact for Ministry of Finance, the Contracting authority, government officials and other donors active in this sector. The Team Leader will will also assure coordination and cooperation with any connected interventions, at national and sub-national levels of government, and relevant sectors supported by the EU.

Your profile

Qualification and skills

Master’s degree or equivalent qualification in public finance management, economics or any other relevant equivalent qualification; Strong coordination and communication skills to link technical and conceptual aspects of cooperation projects and facilitate stakeholder interaction; Excellent English expression both orally and in writing; Excellent Portuguese expression both orally and in writing would be an asset; Strong management and excellent leadership and coaching skills; Sensitivity to / knowledge of South-East Asia economy, culture and customs, professional experience in the region of at least 5 years; Public speaking and presentation skills; Analytical and computer literacy.

General Professional experience

At least 12 years of relevant international experience working in development cooperation, in the context of public finance management (PFM); At least 8 years of relevant management experience in a large organization or institution in a relevant sector of the project. At least 8 years in project management or coordination, including project planning and progress monitoring in developing countries; At least 8 years of professional experience in developing and emerging countries; At least 3 years of professional experience in Timor-Leste is an asset.

Specific professional experience

Proven experience as a Team Leader on a long-term assignment (technical assistance) funded by the European Union involving multiple stakeholders (over 24 months), preferably in PFM, in the last 5 years, with a total budget of at least EUR 3 million; At least 5 years’ professional experience in supporting financial management processes and procedures related to at least 2 of the following: budgeting; fiscal decentralization strategy in line with the PFM reform policy with relevant gender and climate change sensitive orientations, strategic development plans including implementation of the PFM reform action plans, reinforcement of tax administrations; At least 5 years’ professional experience in public sector reforms, providing trainings and institutional capacity development on PFM; At least 3 years of proven experience of management of short-term expertise Good knowledge of relevant PFM reform lessons learnt in comparable countries will be considered an asset; Experience with projects with special attention on gender, social inclusion, environment, climate change as well as digital transformation would be an asset.

Location information

The main places of posting will be Dili, Timor-Leste. In line with the programme requirements, field missions may take place.

The intended start date is March 2024 and the period of implementation of the contract will be 36 months from this date (for a minimum of 660 days).
